Description
Solicitation package with attachments This requirement is for a firm-fixed price contract with 3-1 year Options for NOUN Reference Standard - Carbon Dry Fabricate/Paste Adhesive; NSN: 6635-01-458-4542BA; Part Number 17G110489-1. The Basic is for Qty of 4 each (includes first article), Test Plan (1 LO), and Test Report (1 LO). The 3-1 year Options are based on Qty range of 1-4 each. The repair reference standard represents a co-cured wet repair patch. It is constructed of a previously cure step wedge (original surface) bonded to a four ply step wedge that is co-cured (repair). The original surface consists of a step wedge with two steps (three plies and six plies). The repair consists of a five plies step wedge co-cured to the first but rotated 90 degrees to the first. The co-cure bond consists of dry cloth that has paste adhesive applied to it. These plies are co-cured bonded to the original solid laminate and represent the repair patch over solid laminates, including core structures. This requirement will be a set-aside for Small Business. Offerors shall prepare their proposals in accordance with mandatory, explicit and detailed instructions contained in the RFQ. All responsible Small Business sources may submit a proposal to be considered by the contracting agency. The Government will utilize the Past Performance Information Retrieval System (PPIRS), Excluded Parties List System (EPLS), and other Government databases to determine contractor status before evaluating proposals. Proposal will be evaluated based on criteria stated in the RFQ. We anticipated release of the RFQ on or around 30 July 2018 with an estimated response date of 29 August 2018. The RFQ and all attachments will be posted to the Federal Business Opportunities webpage (http://www.fbo.gov/).
