Description
Amendment 0002 has been posted. Bidder's are reminded that all amendments must be acknowledged when they submit their Bids. The United States Department of Agriculture (USDA), Agricultural Research Service (ARS) is issuing a Solicitation Notice for Solicitation Number 1232SD18B0008 to Replace the Building Automation Controls for Building 24 of the Cropping Systems Research Laboratory located in Lubbock, TX. The solicitation is issued as an Invitation for Bid (IFB) which will result in a single firm fixed-price (FFP) construction contract. This procurement is being competed as a Total Small Business Set-Aside. Offers from other than Small Business concerns will not be considered and shall be rejected. The offeror must be a General Construction company with an approved NAICS Code 238220, Size Standard $15.0 million and bonding capacity. A bid guarantee is required under this solicitation. A Payment Bond and a Performance Bond will be required after award. A Pre-Proposal Site Visit and Conference will be held at 10:00AM (local time) on July 11, 2018 at the Cropping Systems Research Laboratory, 3810 4th Street, Lubbock, Texas 79415. The Contractor shall provide all labor, materials, tools, equipment, transportation, supervision, coordination, and services necessary for the replacement of the existing pneumatic actuated Building Automation Controls (BAC) with new DDC controls, including removal of all pneumatic components, obsolete controllers, obsolete programming interfaces, and other related items with new DDC components, controllers, interfaces, and other related items as indicated on the Specifications and Drawings. This requirement includes is separated into Four Phases. Phase One will serve as the Base Bid Item. Phases Two, Three and Four are listed as Option Items. All work shall be completed in accordance with the Statement of Work and RFP documents. Work is to be completed within 120 calendar days of receipt of Notice to Proceed. The magnitude of construction cost for this project is between $500,000 and $1,000,000 for all Phases. Award will be made subject to the availability of funds per FAR 52.232-18. A Project Labor Agreement (PLA) will not apply to this project. NOTICE TO PRIME (GENERAL) CONTRACTORS: The UNRESTRICTED offeror must be registered in the System for Acquisition Management (SAM) database at https://www.sam.gov prior to award. This procurement requires the use of biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced. Where available, these products should first be acquired from among qualified products that fall under the umbrella of items designated through the USDA BioPreferred SM Program. The Contractor must comply with the Farm Security and Rural Investment Act of 2002 (FSRIA), 7 U.S.C. 8102; the Food, Conservation and Energy Act of 2008 (FCEA), 7 U.S.C. 8102; the Federal Acquisition Regulation; Executive Order (EO) 13514, "Federal Leadership in Environmental, Energy and Economic Performance," dated October 5, 2009; EO 13423, "Strengthening Federal Environmental, Energy, and Transportation Management," dated January 24, 2007; and Presidential Memorandum, "Driving Innovation and Creating Jobs in Rural America through Biobased and Sustainable Product Procurement," dated February, 2012 to provide biobased products.
