No Phone Calls Please This is a market survey requesting information and comments to assist the Federal Aviation Administration in identifying current market conditions and industry trends for an acquisition strategy to procure a centralized Network Operations Center/Security Operations Center (NOC/SOC)and Call Center Support (CC). This request is made by the FAA Logistics Center on behalf of the Customs and Border Protection s (CBP), Remote Video Surveillance System NOC/SOC consolidation requirement, and done in support of an Inter-Agency Agreement with Department of Homeland Security (DHS) to provide the Customs & Border Protection Agency (CBP). The requirements are identified in the attached draft RVSS Centralized NOC/SOC and 24/7 Call Center Statement of Work (SOW). Responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore, any cost associated with the market survey submission is solely at the interested vendor s expense. At this time the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses; service- disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. The purpose of this market survey is to solicit statements of interest, capabilities, and rough orders of magnitude from all businesses that are interested in and capable of providing the required NOC/SOC and 24/7 Call Center operations. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the potential acquisition among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms. Interested firms are required to submit a copy of their SBA 8(a) certification letter, if applicable. The North American Industry Classification System (NAICS) codes and size standards for this effort: NAICS: 541990 Size Standard: $15M The contractor will supply personnel and resources necessary to provide the NOC/SOC and provide 24/7 Call Center operations in accordance with the attached draft SOW. The current focus of this effort is to consolidate various RVSS NOC/SOC and 24/7 Call Center (CC) capabilities into one centralized location. It is envisioned that this effort will eventually provide a single NOC/SOC/CC for all RVSS locations. The initial effort will address the NB-RVSS, MDP, Arizona RVSS, CCS, and relocatable RVSS sites. However, of particular interest submitted industry comment is the current state of any automation technology that could be applied to the NOC/SOC or Call Center functions, specifically what the benefits would be, and what if any changes would be recommended in the SOW or considered in an acquisition strategy to accommodate this type technology. The government also requests industry input concerning the feasibility, and or practicality, of incorporating other, non-RVSS, CBP surveillance systems, and programs into one consolidated contract for NOC/SOC and Call Center Support. Comments, thoughts, and insight from industry experts addressing in the following areas would be greatly appreciated. If feasible, what technical factors/capabilities for future expansion should be considered in the government s initial acquisition strategy, and what technical capabilities or network structure/design should be considered in the initial requirements documents that would allow for this flexibility and possible expansion in a cost efficient and effective manner? Identify and describe any commercial or government equivalent examples of this type service being provided and later expanded upon? What factors were used in the calculation to determine the needed increase in capacity? What discriminators are typically used by industry to determine and measure NOC/SOC/CC capacity, and what elements/methodologies are used to estimate cost? What information, apart from a request for proposal and SOW, would industry need to estimate the effort described in the draft SOW? Are there any useful lessons learned you would recommend or provide for consideration in developing this requirement? Are there any stated requirements you would consider as cost drivers that you would consider eliminating or being of little benefit/value to the overall program relative to the cost? In addition to the information requested above, the FAA requests the following information (limited to 30 pages) be provided from interested vendors in accordance with the attached draft SOW: 1.Capability Statement - This document should identify: -Type of supplies and services provided by your firm -Size and type of supplies/services provided by previous contracts (elaborate and provide detailed information and past performance) -Number of years in business 2.Clearly state whether or not you can provide all of the types of services listed in the draft SOW. 3.Expected programmatic approach (in-house, teaming, subcontracting, etc.) - Respondents must provide their strategy for accomplishing this work, including the percentage of work that will be done by eligible small, service-disabled veteran-owned and 8(a) certified businesses. 4.Rough Order of Magnitude (ROM) or budgetary estimate for the work described in the draft SOW with a general description of the cost elements and methodology used in developing the estimate. This information will be considered for budgetary and or planning purposes only. 5.Estimated Implementation Schedule from time of award to go-live and fully operational IAW RVSS NOC/SOC deployment priority 1.) NB-RVSS, 2.) MDP, 3.) SWB sites scalable to allow other areas as they come on line in the future. All responses to this market survey must be received by 4:00 p.m. CDT, 15 Aug 2017.
