Description
Detailed product specification. The Utah National Guard is issuing this notice as a combined synopsis/solicitation as a total small business set-aside to provide a commercial helicopter tug/lift as specified in the detailed description and specification attachment. If you firm is interested in this opportunity your company must be registered in the System for Award Management (SAM), at www.sam.gov, as a qualified small business under NAICS code 333924, Industrial Trick, Tractor, Trailer, and Stacker Machinery Manufacturing, and you must be in good standing with the government. Additionally, you must be registered to invoice electronically through Wide Area Workflow (WAWF). This notice as both a synopsis and solicitation. A separate solicitation shall not be issued and the Government is under no obligation as a result of this notice, nor will the Government be liable for any cost associated with preparation of proposals. Submission Instructions: Please provide your proposal to the United States Property and Fiscal Office, Purchasing and Contracting Division of Utah no later than the date and time specified. Submissions should be sent via email to otha.b.henderson.mil@mail.mil. Facsimiles will not be accepted. Questions regarding this requirement may also be directed to this email with sufficient time to research and provide a response prior to closing of this posting. All firms or individuals responding must meet all standards required to conduct business with the Government, including registration with SAM and WAWF, and be in good standing with the Government. The System for Award Management (SAM) and Federal Awardee Performance and Integrity Information System (FAPISS) will be reviewed for responding vendors to determine if the vendor is in good standing. Proposal submitted by qualified firms within the time specified will be considered. Proposals submitted after this notification has closed will not be accepted. In addition to full specifications and visual representation of the product offered, each firm's submission must include the following: 1. Company Name and Address; 2. The company's point of contact and contact information; 3. CAGE Code, DUNS number and federal taxpayer identification number; 4. The company's small business designation, correlating with SAM registration. Other helpful, but not required, information will include recent contracts for your product with other Government or military organizations. Evaluation Factors: Award will be made on the basis of best value. Price will be the primary consideration; however, technical specifications may be considered equal in importance to price. Technical specifications will be evaluated as to how the offered product fills the required technical specifications in the attachment and how the offered product functions in terms of safety to both operator and the aircraft.
