- Sources Sought This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this sources sought must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses Veteran Owned Small Businesses and Small Businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. Services Disabled Veteran Owned Small Business, Veteran-owned small business or other designation and (i) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. Submit information by e-mail to Theresa.hamilton@va.gov Information submissions shall be received no later than 5:00 pm Eastern Time on August 3rd, 2018. Important information: The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service Disabled Veteran Owned Small Business set aside. However, if response by Service Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined. No sub-contracting opportunity is anticipated. The North American Classification System (NAICS) code for this acquisition is 334510 (1,250 Employees). Notice to potential offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov and complete Online Representations and Certifications Application (ORCA). Additionally, all Service Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov Written responses emailed to the point of contact for this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may or may not be published in the Federal Business Opportunity (Fedbizopps/www.fbo.gov) website and/or in GSA eBuy. If solicitations are requested they will be requested per FAR and VAAR regulations. Responses to this sources sought synopsis are not considered adequate responses to future solicitation announcements. All interested offerors shall respond to the requisite solicitation announcement in addition to responding to sources sought announcements. After review of the responses to this announcement, if the Government intends to proceed with the acquisition and a subsequent solicitation may be published. STATEMENT OF WORK (SOW) Albuquerque, NM VA Transonic Hemodialysis 1. Scope. We are requesting the purchase one (1) Transonic HD03Hemodialysis Monitor, one (1) H4FX (HD03 Sensor); and one (1) DTM (Data Transfer Module). 2. Background. A well-functioning vascular access is critical for end-stage renal disease (ESRD) patients, whose kidney function is replaced by hemodialysis. The vascular access must deliver a sufficient rate of blood flow to administrate the dialysis prescription, but not so much flow that it may cause complications. Consequently, blood flow is a fundamental metric of vascular access health and performance. Flow based surveillance during the hemodialysis treatment alerts a patient care team to patients at risk for under dialysis, thrombotic events and cardiac failure. Transonic provides information on vascular access health through trending flows so decreases can be addressed in a timely manner. This is a proprietary technology. 3. Specifications. Brand Name Transonic Hemodialysis monitor complies with USA standards for medical and dental equipment (IEC60601), and with European standards for medical and ultrasonic apparatus (DIN IEC 601-1, VDE 0750 -1/5.82, IEC 62D Sec. 31). Input leakage current 2500 V, double insulated. Able to measure Delivered Flow, Recirculation and Access Flow. Accuracy specifications: MEASUREMENT DELIVERED FLOW RECIRCULATION ACCESS FLOW Range -2 to +2 L/min 0 to 100% 0 to 4000 ml/min Accuracy +/- 6% of the flow reading +/- the zero offset. >2% Recirculation detected +/-3% of displayed value. The larger of +/-100 ml/min - +/-15% of reading Repeatability Clinical correlation coefficient = 0.98 Clinical correlation coefficient = 0.98 Maximum zero flow offset =/- 10 ml/min ULTRASOUND OUTPUT SPECIFICATIONS: Frequency of Operation: 3.6 MHz; Sensor dependent (frequency fixed between 600 kHz & 7.2 MHz). Mode of Operation: Transit-time burst excitation, 1.6% duty factor. Ultrasound output level of the sensor = factory set and does not incorporate any interactive system features. Weight ~6lbs. Dimensions ~9.5 x 11.5 x 7 (24cm x 29cm x 18cm) Alphanumeric Display: VGA LCD Interactive Touch Screen (8.4 ) (21cm). Operating temperature range = 15oC to 40oC Cardiac Output with calculated Central Blood Volume, Peripheral Resistance and Cardiac Index available as an option. 4. Performance Monitoring Vendor performance will be monitored by Biomedical Engineering, the Renal MDs, Dialysis Unit staff and COR to ensure that work is completed as stipulated by the contract. 6. Security Requirements The C&A requirements do not apply, and that a Security Accreditation Package is not required. 7. Other Pertinent Information or Special Considerations. a. Identification of Possible Follow-on Work. None b. Identification of Potential Conflicts of Interest (COI). None c. Packaging, Packing and Shipping Instructions: Deliver to NMVAHCS (New Mexico VA Health Care System) Warehouse in Albuquerque, New Mexico. Deliver 30 days ARO. FOB: Origin VA shall not pay for freight charges exceeding $250.00, Per VAAR 847.303-1 F.O.B. origin. A copy of a packing slip will be furnished at the time the order is delivered. d. Inspection and Acceptance Criteria. The equipment must be inspected and approved for use by our Bio-Med department before being issued to the Dialysis Unit Section of Medicine Service. 8. Risk Control Utilization of this equipment will only be granted to staff after they are properly oriented/trained.
