- This is a notification of Governments intent to award a firm fixed contract on the sole source bases for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The proposal is being requested and a written solicitation will not be issued. Naval Supply System Command (NAVSUP) Fleet Logistic Center Jacksonville (Kings Bay Det) 930 USS Hunley, Ave Kings Bay, GA 31547 intends to award a contract, on a Sole Source basis, to HGW and Associates, LLC., 10239 Technology DR, Knoxville, TN. 37932-3344, under the authority of 10 U.S.C. 2304(c)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1 only one responsible source. This is not a request for competitive proposals/quotes. Responsible sources may submit a capabilities statement, which shall be considered by the agency. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. This solicitation, N68836-18-R-0023, is issued as a Request for Proposal (RFP) directly to HGW and Associates, LLC. This requirement is for HGW and Associates, LLC proprietary ESAMs Software. Naval Supply System Command (NAVSUP) Fleet Logistic Center Jacksonville, Kings Bay Det. 930 USS Hunley Ave Kings Bay, GA 31547 requires the continued support of the Enterprise Safety Application Management System (ESAMS) System. The ESAMS system is comprised of a suite of web-enabled applications. ESAMS utilizes a centralized database that allows employees, supervisors, training coordinators, safety professionals and command personnel to manage their Federal/DoD/Navy requirements, i.e., training, certifications, metrics, inspections, respirator fit tests, medical surveillance, event (mishap, near-miss, property damage, and fire incident) reporting, equipment tracking, and manpower. The ESAMS system provides automated assistance as well as technical support. System modules include Training and Requirements Management System (TRMS), Injury/Illness Reporting and Tracking System (IIRTS), On-line Medical Surveillance System (OMSS), On-line Employee Concern System (OECS), Inspection, Deficiency and Abatement Tracking System (IDATS), Self-assessment Module, Records Management System (RMS), Respirator Module, E-Tracker. Web-based Training, Supervisor On-the-Job Training, Safety Perception Surveys, Root Cause Analysis (RCA), Job Hazard Analysis (JHA), Fire Facility Maintenance, Hot Work Permit Tracking, National Fire Incident Reporting System (NFIRS) and an Executive Summary. The Navy requires an agreement to provide software to retain its system accreditation and for support of the software licenses it manages on behalf of the DoN. This notice is not a promise to award; pre-award document approvals are pending. The proposed award is for a single, FFP contract, with a period of performance of a Base year (one-year period), with an additional Four (4) one-year Option periods. The NAICS code is 511210. The prospective offeror is actively registered in the System for Award Management (SAM) at www.sam.gov. Proposal Requirements (Technical and Price): a.
