- This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. This notice shall not be construed as a commitment by the Government for any purpose. The intent of this synopsis, which is in accordance with FAR 13.105, is to notify potential offerors that Naval Facilities Engineering Command, Far East (NAVFAC FE) interested to issue a solicitation for Compliance Evaluation and Testing of Underground Storage Tanks at Various Camps at MCB Butler, Okinawa, Japan. The Contractor shall provide all labor, supervision, transportation, supplies, tools, materials, facilities, equipment, and incidentals necessary to perform the work. The proposed scope of work will be to conduct test underground storage tanks (USTs) and underground pipelines for Marine Corps Base (MCB) Butler, Okinawa, Japan. Tank and pipeline tightness testing and related effort requires leak detection and analyses at USTs and underground pipelines located at nine separate U.S. Marine Corps installations within MCIPAC and provide a report of the test results. The Contractor shall provide coordination, preparation of plans, tank tightness testing, and submitting draft and final reports (to include recommendations). The Government anticipates awarding a Firm Fixed Price contract to the responsible offeror whose quote, conforming to the RFQ, is the lowest fair and reasonable price. CONTRACTOR LICENSING REQUIREMENTS Any contract resulting from this solicitation will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. Contractors must be registered to do business and possess an appropriate license issued by the Ministry of Land, Infrastructure and Transport or prefectural government in order to perform work under this contract. Offerors will be required to provide verification on such license prior to award of any task order to the Contracting Officer if such information is not already on file with or available to the Contracting Officer. STATUS OF FORCES AGREEMENT The U.S. Government shall not offer United States Official Contractor status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) under this solicitation. Furthermore, unless specifically provided in the specific task order request for proposal, the U.S. Government shall not certify any employees of a contractor as Members of the Civilian Component under Article I(b) of the SOFA. Offerors must be registered with the System for Award Management (SAM) in order to receive a Government contract award.
