- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation Number is 140P4318Q0084 and is issued as a Request for Quote (RFQ) in accordance with the requirements of Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and using the procedures of FAR Part 13, Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-99-1. The FAC is available at https://www.acquisition.gov/FAR. This is solicited as Full and Open Competition after Exclusion of Sources: Set-Asides for Small Business Concerns (Total Small Business Set-Aside) under NAICS code 333112, Lawn and Garden Tractor and Home Lawn and Garden Equipment Manufacturing, with a 1,500 employee SBA Size Standard. Note: Prospective contractors shall be registered in the System for Award Management (SAM) database prior to award of a contract. Initiate/Update SAM registrations at ttps://www.sam.gov. Questions shall be submitted electronically to David Barceleau at david_barceleau@nps.gov. Submit quote in accordance with instructions found in Addendum #1 to 52.212-1 Instructions to Offerors - Commercial Items. Quotations shall be submitted electronically to David Barceleau at david_barceleau@nps.gov and are due on Wednesday, August 15, 2018 at 2:00 pm ET. The Specification is attached as Attachment 0001. See Addendum #1 to 52.212-2, Evaluation - Commercial Items for the Basis of Award. Delivery is on or before 11/30/2018. Federal Acquisition Regulation (FAR) provision 52.211-6, Brand Name or Equal, applies to all line items. Item 00010 Base: Firm-Fixed-Price Compact Articulating Loader meeting requirements found in Attachment 0001, Specifications. Base Attachments Include: 43" Four in One Bucket, 43" Pallet Fork set with Back Guard, 48" 2 Stage Snow Blower, and 47" Side Discharge Mowing Deck. Item 00020 Optional Attachment 1: Firm-Fixed-Price 43" bucket with teeth compatible with Base Item 00010. Item 00030 Optional Attachment 2: Firm-Fixed-Price 50 inch - 47 inch. V-Snow-blade with Poly edge compatible with Base Item 00010. Item 00040 Optional Attachment 3: Telescoping Jib Boom 550lb capacity compatible with Base Item 00010. Item 00050 Optional Attachment 4: Ball hitch and towing pin for front of machine compatible with Base Item 00010. + The provision at 52.212-1, Instructions to Offerors ¿ Commercial with Addendum #1 to 52.212-1 Instructions to Offerors - Commercial Items, applies to this acquisition. ++ Addendum #1 to 52.212-1 Instructions to Offerors - Commercial Items. (a) Submit a quote that itemizes a Firm-Fixed-Price for all 5 Line Items. (b) Submit a delivery date based on a period of time after date of award. (c) All amendments shall be acknowledged (if applicable) and submitted with quote. (d) Include DUNS number on quote. (e) Submit product brochures for all the quoted items that show the quoted items specifications and characteristics. (f) Representations and Certifications are current in the System for Award Management at the time of quote submittal or missing or required Representations and Certifications are submitted with quote. (g) Completed FAR provision 52.225-18 Place of Manufacture. (h) Electronic submittals of quotes to david_barceleau@nps.gov is preferred. (OCT 2010) - Alternate IV (OCT 2010) (a) Submission of certified cost or pricing data is not required. (b) Provide data described below: The proposal must be in detail with itemized lists of equipment, materials, labor, overhead, profit, and bond markup per item. (1). Each item must be listed at its cost to you. (2). Labor must be itemized by craft and hourly rate paid. (3). If the cost of fringe benefits is not itemized, it is assumed that there is none, or that it is included in the hourly rate shown. (4). The contractor is expected to obtain and provide with the proposal a minimum of two quotes for the supply of the materials and/or rental of equipment. (5). The contractor is expected to obtain and provide with the proposal a minimum of two quotes from subcontractors for each portion of the modification work that the contractor plans to subcontract. (End of clause) + Electronic Invoicing and Payment Requirements - Invoice Processing Platform (IPP) (April 2013) Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP). "Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice: Invoice/Application/Requisition on Company Letterhead; include the Government's award number. The Contractor must use the IPP website to register, access, and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) within 3 - 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email ippgroup@bos.frb.org or phone (866) 973-3131. If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation. (OCT 2014) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of provision) Addendum #1 to 52.212-2, Evaluation - Commercial Items. ++ BASIS FOR AWARD: The Government intends to award a contract to the responsible quoter whose quote, conforming to the solicitation, will be most advantageous to the Government, considering Price, Technical Acceptability, and Completeness and Compliance with the Solicitation. The following factors shall be used to evaluate offers: Price, Technical Acceptability, and Completeness and Compliance with the Solicitation. Technical Acceptability is significantly more important than Completeness and Compliance with the Solicitation. Technical Acceptability and Completeness and Compliance with the Solicitation, when combined, are significantly more important than Price. Technical Acceptability Ratings: Adjectival Rating: Description Acceptable: Quoted product meets the requirements of the Specifications. Unacceptable: Quoted product does not meet the requirements of the Specifications. Completeness and Compliance with the Solicitation Ratings: Adjectival Rating: Description Acceptable: Quote complies with requirements of Addendum #1 to 52.212-1 Instructions to Offerors - Commercial Items. Unacceptable: Quote is not in compliance with requirements of Addendum #1 to 52.212-1 Instructions to Offerors - Commercial Items. As used in this clause-Manufactured end product means any end product in product and service codes (PSCs) 1000-9999, except- (1) PSC 5510, Lumber and Related Basic Wood Materials; (2) Product or Service Group (PSG) 87, Agricultural Supplies; (3) PSG 88, Live Animals; (4) PSG 89, Subsistence; (5) PSC 9410, Crude Grades of Plant Materials; (6) PSC 9430, Miscellaneous Crude Animal Products, Inedible; (7) PSC 9440, Miscellaneous Crude Agricultural and Forestry Products; (8) PSC 9610, Ores; (9) PSC 9620, Minerals, Natural and Synthetic; and (10) PSC 9630, Additive Metal Materials. Place of manufacture means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture. (b) For statistical purposes only, the offeror shall indicate whether the place of manufacture of the end products it expects to provide in response to this solicitation is predominantly- (1) ___ In the United States (Check this box if the total anticipated price of offered end products manufactured in the United States exceeds the total anticipated price of offered end products manufactured outside the United States); or (2) ___ Outside the United States.
