SUBJECT: Berkeley Nucleonics 9402L Service Agreement for VHA MERRT THIS IS NOT A REQUEST FOR PROPOSALS (RFP) OR A REQUEST FOR QUOTATIONS (RFQ); IT IS STRICTLY A REQUEST FOR INFORMATION (RFI), AND A CAPABILITIES STATEMENT. NEITHER UNSOLICITED PROPOSALS NOR ANY OTHER KINDS OF OFFERS WILL BE CONSIDERED IN RESPONSE TO THIS RFI. NO CONTRACT WILL BE AWARDED PURSUANT TO THIS ANNOUNCEMENT. DISCLAIMER: This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Neither unsolicited proposals nor any other kind of offers will be considered in response to this RFI. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. At this time, questions concerning the composition and requirements for a future RFQ will not be entertained. SUBJECT: The Martinsburg, WV VA Medical Center is conducting market research in order to provide a service agreement for calibration, maintenance, and repair services for three Berkeley Nucleonics Corporation (BNC) SAM 9402L instruments. OBJECTIVE: See Attachment 1 RESPONSE INSTRUCTIONS: Name and Address of Company Any small business designation as certified by the Small Business Administration A through description of experience in managing support requirements of this nature. CONTACT INFORMATION: Any questions related to this RFI shall be directed to Caitlin Hippensteel at caitlin.hippensteel@va.gov. All information regarding Capabilities Statements or any other proprietary information relative to this RFI shall be submitted via email to caitlin.hippensteel@va.gov no later than 3:00 pm EST on 8/2/2017. Attachment 1: Scope. The Contractor shall provide a 3-year service agreement on the three BNC 940 instruments to include annual calibration with a NIST traceable certification, all repair and service requirements, shipping charges and priority handling. The service agreement also includes system upgrades, firmware and software enhancements and unlimited application/technical support. Mandatory Tasks and Deliverables. The contractor shall provide a 3-year service contract on the three BNC 9402L instruments to include annual calibration with a NIST traceable certification, all repair and service requirements, shipping charges and priority handling. The service agreement also includes system upgrades, firmware and software enhancements and unlimited application/technical support. If for any reason, any deliverable cannot be delivered on time according to the below schedule, the contractor shall provide a written explanation three days prior to the due date to the Contracting Officer Representative (COR). This written transmittal shall include a firm commitment of when the work shall be completed. This transmittal to the COR shall cite reasons for the delay, and the impact on the overall project. The COR will review collaboratively with the program office and facts and issue a response in accordance with the contract terms and conditions. Unless otherwise specified an electronic copy shall be placed in the designated CBO SharePoint site or other CBO-designated site. Specifically, the contractor shall: Task One. The service agreement also includes system upgrades, firmware and software enhancements and unlimited application/technical support.
