- Sources Sought Cerebral Oximeters Department of Veterans Affairs This Sources Sought Notice is issued for information and planning purposes only. This is not a solicitation or a request for proposal. An award will not be made on offers received in response to this notice, and it shall not be implied the Government is committed to providing any solicitation or award following this notice. The Government will not pay for any information received in response to this request, nor will the Government compensate a respondent for any costs incurred in developing information provided. Responses shall be submitted to kurt.tanny@va.gov by 4:00pm EST on Wednesday, August 1st, 2018. This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government at this time. This notice is intended strictly for market research. The purpose of this Sources Sought notice is to determine interest and capability of potential sources of supply, including but not limited to; Small Business (SB), Veteran-Owned Small Business (VOSB), and Service-Disabled Veteran-Own Small Business (SDVOSB) contractors relative to the North American Industry Classification System (NAICS) Code 334510. Department of Veterans Affairs, Network Contracting Office 19 (NCO19) is seeking responses to this request for information from interested, capable firms that can meet the requirements set forth; Summary: The Oklahoma City VA Health Care System (OKC VA HCS) provides comprehensive surgery service for veterans. OKC VA HCS is need of two (2) cerebral oximeters which were identified as necessary equipment for the Cardiac Surgery Re-start program. Common system requirements include: Must be reliable, timely, actionable monitoring information to help avoid adverse events and improve patient care Must alert physician to changes in a patient s cerebral oxygenation and end organ perfusion, so events can be detected sooner. Detecting events early allows intervention sooner to reduce postoperative complications, which is key to improving patient outcomes and reducing the cost of care. Must provide a continuous, noninvasive measure of cerebral oxygenation and local tissue perfusion, giving an indication of hemodynamic changes impacting cerebral perfusion and oxygenation. Must be designed to function as the first alert and often before standard vital signs respond to help intervene sooner. Must be responsive to clinical change distinguishing it from many systems. Must have demonstrated a closer correlation to actual oxygenation levels and other related physiologic measures compared to other systems measurements. Must be able to monitor end-organ oxygenation to help detect hypoxic-ischemic events earlier so intervention can be earlier. Must provide a real-time indication of site-specific oxygenation and the adequacy of perfusion to help intervene in more precise, directed ways. Must help avoid hypoxic-ischemic events by giving a first alert to changes in oxygen delivery and blood flow. Must be proven to reduce events that lead to postoperative complications and prolong patient recovery. Must have been associated with significantly lower morbidity and mortality following cardiac surgery. Must help build process efficiencies by providing reliable, noninvasive, continuous measurement of cerebral oxygenation and local tissue perfusion. Must have Published Emitter-Sensor Spacing Validation. Must have Published Sensitivity to Change Data. Must have used varied CO2 in testing their cerebral oximetry monitor (Hypoxic Challenge Design). Must have over 30 Peer Reviewed Outcome Correlation Studies. Delivery Location: Oklahoma City VA HCS 921N.E 13th Street Oklahoma City, Ok 73104 Responding companies shall include any relevant information (specifications, cut sheets, brochures, capability statement, past experience etc.) confirming their ability to supply product with the salient characteristics outlined in this request. Responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract or agreement. This notice shall not be construed as a commitment by the Government to issue a solicitation, or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued.
