- SOW Solmirus ASIS-M1i Camera Synopsis: Notice of Intent To Award A Sole-Source Contract Announcement Number: 1305M2-18-00853 Project Title: Solmirus ASIS-M1i Infrared Sky Camera The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Simplified Acquisition Branch intends to negotiate on a sole source basis with Solmirus Corporation, using the procedures in FAR Part 13, to purchase a Solmirus ASIS-M1i Infrared Sky Camera to support the Upper Air Radiosonde Frequency Migration Project (RFMP) (from 1680 MHz to 403 MHz). The Solmirus ASIS-M1i Infrared Sky Camera will be used to capture infrared images and cloud data from each testing site. Solmirus is the only vendor who can meet this highly specialized requirement. The camera must be infrared with the ability to capture day and night images of the sky. The camera must be portable so that it can be moved from site to site for RFMP testing. The camera field of view and images must be 180 degrees (an entire sky view). The camera must come with software that allows for easy processing of the data output and updates to the software must be included. The camera must be weatherproof and have the ability to withstand changes in weather. The images must be able to be captured at a rate of at least 1 per minute. The Solmirus ASIS-M1i Infrared Sky Camera is the only one that meets all the requirements. The statutory authority for other than full and open competition is FAR 13.106-1(b)(1)(i), Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 333314, Optical Instrument and Lens Manufacturing with a business size standard of 500 employees. This is not a solicitation for competitive quotes, nor will one be posted on FedBizOpps. Although a determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. However, if any interested party believes that it is capable of meeting the requirements, and in an effort to comply with the requirements outlined in FAR 5.102, a firm may request an electronic copy of the solicitation from the Contract Specialist, Wendy Culbreth (Wendy.Culbreth@noaa.gov). All electronic correspondence shall have the subject line read: 1305M2-18-00853: Solmirus ASIS-M1i Infrared Sky Camera. All responsible sources may submit a Capability Statement and/or a quote in accordance with the solicitation, which shall be considered by the agency if received on or before 11:00 AM EST on August 13, 2018. The Capability Statement must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements. The solicitation will remain open from 27 July 2018 to August 13, 2018 (11:00 AM EST).
