Set-Aside Code: N/A 6. Response Date: 8/10/2018 7. Place of Delivery: Natick Soldier Systems Center 10 General Greene Ave Natick, MA 01760 8. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is W911QY-18-Q-0029. This acquisition is issued as a Request for Quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-99 dated 06/15/2018. (iv) The associated NAICS code is 334516. The small business size standard is 1,000 employees. (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN 0001: 1 EA - Quantum Cascade Laser w>100mW 7-12um CLIN 0002: 1 EA - MCT Detector for >100mW inc, 7-12um CLIN 0003: 1 EA - Cooling System for >100mW laser CLIN 0004: 1 EA - Shipping charges for laser, detector and cooling system (vi) Description of requirements: The Natick Soldier Systems Center requires a rapid-scan, ultra-broadly tunable, mid-IR laser system (Tunable Quantum Cascade Laser). Model: MIRcat-QT (Daylight Solutions Inc.) or equivalent Salient Characteristics: 1. Requirements: a. General Specifications:  Tunable Quantum cascade laser w>100mW 7-12um  MCT detector for >100mW inc, 7-12 um  Cooling system for >100mW laser b. Specific Specifications for Tunable Quantum cascade laser:  Wavelength Range: 7 mm-11.5 mm  Central Wavelength Output Power: ≥ 150mW  Operating Mode: CW  Power/Energy Stabiliy: < 3% (1hr)  Polarization Type: Linear  Polarization Ratio: 100 : 1 or better  Operating Temperature: 15°C to 30°C  Power supply is adjustable: Yes  Power supply is US compatible: Yes (vii) The delivery date is 60 days after contract award. Inspection and acceptance shall be performed at Natick, MA. The FOB point is Natick, MA. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: The Government will evaluate all proposals in accordance with the submission and evaluation criteria described herein. For "or equal" items, the offeror must demonstrate in their proposal how each of the required salient characteristics outlined in section vi (above) will be met. Responses to this announcement shall include: 1. A letter, signed by an authorized official of the Offeror, formally submitting the proposal and containing company name and address, Cage Code, DUNS Number, TIN, business size and type (i.e., large, small, small and disadvantaged, 8(a)certified, woman-owned small, HUB Zone certified small, or service disabled veteran-owned small business) for the applicable NAICS code, and Point of Contact information. 2. A pricing schedule containing the CLIN structure outlined in section v above that also contains a description of the item (to include applicable manufacturer and part numbers), and the price associated with that line item. As prescribed in DFARS 252.204-7004, interested parties must be registered with System for Award Management (SAM) under the NAICS 541990. Representations and certifications must also be on record. These registrations can be done through the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/. The responses to this solicitation/synopsis shall be submitted VIA E-MAIL ONLY. Ensure that the e-mail is clearly marked to indicate its contents, the solicitation number, and the identity of the firm submitting. Proposals may be submitted in Word or PDF format only. Do not include links to websites in lieu of incorporating information into your proposal. See submission instructions in section xvi below. INFO. OTHER THAN COST/PRICE SUBMISSION OF INFORMATION OTHER THAN COST OR PRICING DATA Cost or pricing data is not required, but the contracting officer has requested information to help establish price reasonableness or cost realism. Such information is not considered cost or pricing data, and shall not be certified in accordance with FAR 15.406-2. 1. The information must consist of data to permit the contracting officer and authorized representatives to determine price reasonableness, e.g., information to support an elemental analysis of material and other direct costs, information to support an elemental analysis of direct labor and overhead/indirect rates and/or information on prices and quantities at which the offeror has previously sold the same or similar items. 2. Any information submitted must support the price proposed. Include sufficient detail or cross references to clearly establish the relationship of the information provided to the price proposed. Support any information provided by explanations or supporting rationale as needed to permit the contracting officer and authorized representatives to evaluate the documentation. The offeror's own format is acceptable unless the contracting officer determines that use of a specific format is essential. (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items, is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: BASIS FOR AWARD: Award will be made to a single responsible offeror whose proposal represents the lowest-priced, technically acceptable (LPTA) offer, and meets the submission requirements outlined in section viii above. The Government intends to evaluate proposals and award a single contract without discussions. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3 (with its Alternate I), Offeror Representations with its offer.
