- This Request for Quote (RFQ) is made using the procedures of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures and FAR Part 36, Construction and Architect - Engineer Contracts. BASIS FOR AWARD: The Government intends to award a contract to the responsible quoter whose quote, conforming to the solicitation, will be most advantageous to the Government, considering price and past performance. Work consists of repair, replacement, and repointing of the Derby House front fence. Note: Prospective contractors shall be registered in the System for Award Management (SAM) database prior to award of a contract. Initiate/Update SAM registrations at ttps://www.sam.gov. Plans will be available for inspection without charge as attachments to the RFQ. Requests for the RFQ shall be directed to view the entire RFQ on the Governmentwide point of entry available via the Internet at https://www.fbo.gov/ using Keyword / Solicitation #: 140P4318Q0068. Award is restricted to responsible small businesses in accordance Federal Acquisition Regulation (FAR) 6.203 -- Full and Open Competition After Exclusion of Sources, Set-Asides for Small Business Concerns. The RFQ will be set-aside for 100% for Small Businesses under NAICS Code: 238990, All Other Specialty Contractors, (SBA size standard $15.0 Million). The order of magnitude for this project is estimated to be between $25,000 and $100,000. Location of Work: The location of this work is at the Salem Maritime National Historic Site, Derby House, 168 Derby Street, Salem, MA 01970. The Contractor shall be required to (a) commence work under this contract within 10 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 90 days after the Notice to Proceed is issued by the Government. The time stated for completion shall include final cleanup of the premises. Dept. of Labor, Construction Wage Rate General Decision Number MA180004 shall apply. Interested parties are strongly encouraged to inspect site prior to proposing. For Site-visit information, See clause 52.236-27, found in the RFQ, for the time and location of the site-visit along with the Point of Contact information. Any questions regarding this solicitation shall be submitted in writing to the Contract Specialist, David Barceleau, at david_barceleau@nps.gov. Questions should be submitted no later than two business days prior to the due date. All responsible sources may submit a quote which shall be considered by the agency.
