- This is a combined synopsis/solicitation for a Desktop SEM for the Centers for Disease Control and Prevention (CDC) and the National Institute for Occupational Safety and Health (NIOSH), Division of Applied Research and Technology (DART), Chemical Exposure and Monitoring Branch, Cincinnati, Ohio 45226. Prepared in accordance with the format in Federal Acquisition Requirements (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. The solicitation number for this requirement is 000HCCGC-2018-27264 and is hereby issued as a Request for Quote (RFQ) using FAR Subpart 13.1 Simplified Acquisition Procedures. The Centers for Disease Control and Prevention intends to award a firm-fixed-price contract for the following requirement, please either fill in the dollar amounts or provide a separate excel spreadsheet containing the same information including a list of line item number(s) and items, quantities, units of measure, and options, if applicable: CLIN 0001 - Quantity - One Each. A desktop SEM is being procured to enhance our current capabilities for imaging workplace aerosol samples and to facilitate the rapid sample screening and preparation process for the Transmission Electron Microscopy analysis. It must have a compact design and fully integrated analytical detectors (Secondary Electron, Backscatter Electron and Energy Dispersive X-ray System) for conducting nanoscale imaging and microanalysis tasks in versatile environment (such as office, laboratory and remote sites where vibrations may exist). To enable the fast screening of aerosol samples collected on standard 37mm Mixed Cellulose Ester (MCE) membrane filters and 25mm Polycarbonate filters, the procured desktop SEM must have: 1. A large chamber to accommodate at least 5 standard MCE filters (each measuring 37mm in diameter) or 16 standard Polycarbonate filters (each measuring 25mm in diameter) 2. Motorized stage with extended travel distance in X and Y directions to allow the entire area of 5 standard 37mm MCE filters or 16 standard 25mm Polycarbonate filters to be analyzed. 3. Reduced total pump down time (less than 1 minute) and easy sample loading mechanism for fast imaging in the SEM. 4. Low vacuum mode to reduce charge accumulation on the surfaces of non-coated MCE or Polycarbonate filter samples. 5. In-chamber optical camera for easy navigation and reposition of samples to the location of interest. 6. Automatic image mapping and processing software to facilitate screening multiple samples. 7. Compact and vibration insensitive design to allow easy transportation and installation in versatile environment as a mobile SEM. The desktop SEM must have the following capabilities to allow nanoscale imaging and elemental analysis for workplace aerosol samples: 1. A minimum resolution of 20 nm and up to 100,000x magnification to resolve the structural properties of various engineering nanomaterials found in workplaces. 2. High brightness long-life electron source with at least 1500 hours of lifetime. 3. Integrated Secondary Electron (SE), back scattered Electron (BSE) and silicon drift Detector (SDD) Energy Dispersive X-ray System (EDS) to ensure the high quality images of surface morphology and quick analysis of topography and elemental compositing of aerosol samples. CLIN 0002 - Shipping and handling to Cincinnati, Ohio 45226. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-66 (February 28, 2013). This acquisition is under North American Industry Classification System (NAICS) code 334516. A Firm-Fixed Price purchase order will be issued in writing to the successful offeror.
