- THIS IS A SINGLE SOURCE, COMBINED SYNOPSIS SOLICITATION. This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures found at FAR Part 13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil/). The solicitation number is N0018918QZ628. This is a request for quotations (RFQ). The proposed contract action is for commercial services. The NAICS code is 711320 and the Small Business Standard is $15 Million. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-101 and DFARS Change Notice 20180629. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Philadelphia Office intends to solicit with a single source in accordance with FAR 13.106-1(b), Soliciting from a Single Source. The proposed acquisition is for advertising services and sponsorship at Annual Conrad Challenge presented by the Conrad Foundation. It is intended that this action result in the award of a firm-fixed-price contract. The intended source is the Conrad Foundation of Washington, D.C. The proposed contract action is for services for which the Government intends to solicit and negotiate with ONLY ONE SOURCE under the authority of FAR Part 13. Interested persons may submit a capability statement by the specified response date. This notice of intent is not a request for quotes from any source other than the Conrad Foundation. However, the Government will consider information received by the specified response date. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice. Provisions 52.212-1 and 52.212-3 Alt I are applicable to this solicitation; the quoter shall include a completed copy of the latter clause with its submission. Clauses 52.212-4 and 52.212-5 are applicable to this solicitation and resultant contract. This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. The quoter is cautioned that the listed provisions may include blocks that must be completed by the quoter and submitted with its quotation or offer. In lieu of submitting the full text of those provisions, the quoter may identify the provision by paragraph identifier and provide the appropriate information with its quotation or offer. By submitting capability information, the contractor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency.
