- United States Department of Veterans Affairs Strategic Acquisition Center Frederick 321 Ballenger Center Drive, Suite 125 Frederick, MD 21703 NOTICE OF PROPOSED CONTRACT ACTION: The Strategic Acquisition Center located in Frederick, MD (SAC-F) intends to negotiate a non-competitive award (Firm-Fixed Price (FFP) sole-source with Canon U.S.A., Inc. to provide continued maintenance and service to the 45 Non-Mydriatic Camera Systems in use in some sites in the VA, for a base period of 12 months followed by 4, 12-month option periods. The intended procurement is classified under North American Industry Classification System (NAICS) 811219 (Medical and surgical equipment repair and maintenance services). SPECIFIC SERVICES The contractor will provide all management, supervision, labor, materials, and supplies needed to provide the required maintenance and services. Maintenance and services will include ongoing maintenance of existing systems and on-site replacement of hardware. This contract shall provide maintenance and service on the 45 Non-Mydriatic Camera Systems that were purchased in 2015 (warranties expire in FY18) that are in use in VA. The contractor will provide all management, supervision, labor, materials, and supplies needed to provide the required maintenance and services. Maintenance and services will include ongoing maintenance of existing systems and on-site replacement of hardware. The contractor shall extend the warranty (covering all parts and labor) on all components as well as provide unlimited phone/remote support to troubleshoot all system issues. The contractor shall provide the specific services below at the quantities ordered within the performance period. Task: Maintenance and Service for Canon CR-2 Plus AF Retinal Camera Systems The contractor shall provide hardware and software troubleshooting through the use of remote tools. This remote diagnosis shall include access via a secure T-1, dial-in line, Internet, and over-the-telephone instructions and feedback. Problems that persist for a period of more than three business days shall be augmented by on-site support. Products covered: Canon CR-2 Plus Retinal Camera Canon Specific Software with Digital Imaging and Communications in Medicine (DICOM) Digital Hardware; including computer, monitor and digital camera attachments Table (if part of system) Camera Services include: Provision of subject matter experts capable of providing first response Web/Remote Support via VA VPN Tunnel or Remote Desktop Connection Manager (RDCMan, a Microsoft product) version 2.7.x that is currently approved for use in the VA Software updates as recommended by manufacturer Loaner units for CR - 2 Plus and computers to be made available as necessary for extended repair times One-time replacement of 45 Windows 7 host computers with new Windows 10 host computers Retinal Imaging system software to include: DICOM Modality Worklist DICOM Output to VA s DICOM storage One-hour technical phone support (per system) to assist VA personnel reintegrate retinal imaging systems back into VA s servers Includes 3-year warranty for computers parts Includes 3-year warranty on labor to replace computer parts STATUTORY AUTHORITY: The statutory authority permitting other than full and open competition is 41 U.S.C. 1901 as implemented by FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items. THIS SPECIAL NOTICE IS NOT A SOLICITATION or request for competitive offers, quotations or proposals. It does not constitute a commitment or an obligation by the Government. No solicitation package is available. In accordance with FAR 5.207(c)(16)(i) all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Interested parties must provide evidence of their capabilities to fulfill the requirement within fifteen (15) calendar days after date of publication of this notice to Allen Smith, Contracting Officer, at Allen.Smith3@va.gov with a copy to Jacky Jean-Jacques, Contract Specialist, at Jacky.Jean-Jacques@va.gov. A determination by the Government not to compete this procurement action, based on responses to this notice is solely within the discretion of the Government.
