Description
The purpose of this amendment is to provide answers to questions received regarding this solicitation. 1. Can the number of personnel and days on site vary in order to focus on specific topics?  The site visits under 2.1.1.2 are restrictive in the number of mandatory days onsite and number of personnel for each visit.  Is it possible to agree on 3 trips, 3 days, 3 personnel (27 man-days) which will be tasked tailored over 3-4 trips to accomplish all on-site requirements?   This is not intended to be restrictive, but to outline minimum requirements.   The contractor is required to have no fewer than two site visits (may have more than two).   Each of these site visits must be no fewer than two days (each visit may be longer than two days, it just can t be less than two days) in length each.   The minimum amount of staff required for the site visits is three to ensure adequate time is spent with each of the affected service areas. 2. Can the required training be scheduled on 2 consecutive days under 2.1.4?   Yes, at VA s availability. 3.  For training, will the VA provide adequate training space with screen and projector capability?  Yes, but the contractor will not have access to VA computer systems. 4.  Are there any blackout dates where the contractor would not be able to be on-site? If the contractor is conducting assessments, they can come at any time.   If the contractor requires VA staff such as training, etc, this cannot occur on weekends or Federal holidays. 5. For section 2.1.5 Work Order System, will the VA provide access into the Maximo system or provide a VA contact that can provide screen shots and/or example reports?   Yes 6.  For section 2.1.6 Internal Mock Surveys:  The focus will be environment of care and life safety as it pertains to the TJC life safety code surveyor? Primary emphasis is LS and EC.  Will a report of deficiencies be required?   Yes. 7.  For the purpose of this SOW, medical equipment will not be addressed under EC.02.04.01 AND EC.02.04.03?  These are typically clinical engineering and are not covered by the life safety code surveyor.     This should be included.   8.  What is the standard that will be used to evaluate quality of documentation under section 7.0 and 8.0? 85% or higher for quality of documentation.   Items will be rated on: Presentation - Presented in pre-approved format Descriptive and informative Items are clearly outlined   and noted leaving little room for interpretation Accuracy Per the noted chart 9.  To clarify documentation requirements:  the contractor will assist the VA staff with all documentation requirements however, since the contractor does not have access to VA systems (Maximo, policies, fire alarm, etc) the speed of accomplishing tasks and quality will depend on responsiveness of the VA staff.  Many inventories will depend on information that has to be supplied by other VA vendors (fire alarm testing company, med gas testing company, etc); the VA will be responsible for coordinating meetings and holding other contractors accountable for providing information in a timely manner.  Is this acceptable?  The vendor will be provided access to these systems.   The VA will maintain responsibility for seeking information from its contractors. 10. Can you also clarify the POP?  Under 6.0 the period of performance is Aug 30 - Nov 20 but in all other areas of the solicitation the POP is Aug 30 - DEC 30. To clarify, December 30, 2018 is the end of the period of performance not November 20, 2018.
