Description
Offeror s Submittal of Interest: All interested and capable contractors are encouraged to respond. Respondents will not be notified of the results of the sources sought evaluation. The results of this sources sought notice will assist the Contracting Officer in determining whether Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), 8(a), Certified HUBZone Small Business, Woman Owned Small Business (WOSB), Small Business set aside, or full and open competition is an acceptable strategy for this procurement. Responses to this synopsis may be used to aid in establishing realistic achievable small business participation goals. Interested and capable firms are requested to provide the following data/information to the attention of the Contracting Officer identified herein. a) Company s name: b) Company s address: c) Company s point of contact name: d) Company s phone, fax, and email address: e) Company s Tax ID Number: f) Company s DUNS number and Cage Code: g) Type of business, e.g. Service Disabled Veteran Owned Small Business, Veteran Owned Small Business, SBA Certified 8(a) Firm, SBA Certified HUBZone Firm, Women Owned Small Business, SBA Certified Small Disadvantaged Business, Small Business, or Other than Small Business. The proposed NAICS for this effort is 541519 Other Computer Related Services (size standard $32.5 million). Comments on this NAICS and suggestions for alternative codes must include supporting rationale h) Federal Supply Schedule number (if applicable): i) Capability Statement Capability Information Requirements: Respondents shall provide a general capabilities statement to address the following information: Provide no more than five (5) contracts that your company has performed within the last three (3) years that are of comparable size, complexity, and scope to this requirement. Cite specific, measurable examples and quantifiable data, to prove your ability to efficiently meet VA 508 standards with your Software as a Service (SaaS). Please include the following information (at a minimum) for each contract: Contract Name; Contract Scope; Awarded Price/Cost; Government s technical representative/Contracting Officer s Representative (COR) and current email address, telephone and fax numbers (or commercial point of contact equivalent); Describe the technical solution, method and resources you will provide to ensure legacy course content that is using the myInstruo Classic Courseware Template will be editable on the SaaS and templates you will supply. Describe your VA 508 certified track record, using your web-based course template on your SaaS, first submission testing result percentage, and number of courses per year. Describe how the design and courseware output of your service allow linkage of learning objectives, content, and assessment questions. Describe how your system allows for course reviewers to view content and post page specific comments to allow subject matter experts to comment on courseware pages. Indicate if your SaaS have the capability to package courseware in both Sharable Content Object Reference Model (SCORM) v 1.2 and 2004. Indicate if your service produces courseware which is viewable, trackable, and responsive on mobile devices. e-Mail submissions will be acceptable at William.Singleton2@va.gov. Submissions should be submitted no later than 4:00 p.m., Central Standard Time (CST) on August 7, 2018. NO FAX/ FACSIMILE SUBMISSIONS WILL BE ACCEPTED. Questions: Requests for clarification and/or information regarding this RFI must be submitted to the Contracting Officer in writing (email) ONLY. Any interested Offeror desiring an explanation or interpretation of the anticipated solicitation specifications must request it in writing.  No phone responses will be accepted. NOTE: All responses must reference the RFI # and Description of the project in the Header or Opening Statement. Notice to Potential Offerors: All Offerors who provide goods or services to the United States Federal Government MUST be registered in the System for Award Management (SAM) website, located on at www.sam.gov. Additionally, all Service Disabled Veteran Owned Small Businesses or Veteran Owned Small Businesses who respond to a solicitation must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov. Disclaimer: This notice shall not be construed as a formal solicitation or an obligation on the part of the Government to acquire any products or services. In addition, it does not guarantee that a subsequent solicitation will be issued. Submission of any information in response to this Sources Sought notice is voluntary and will assist in selecting the appropriate solicitation type/method. Costs associated with any submission shall not be reimbursed by the Government. The Government is not seeking proposals and will not accept unsolicited proposals. In the event that the Government decides to move forward with procurement, a Solicitation may be published on Federal Business Opportunities (FedBizOpps) website or GSA E-buy.
