Description
Security Manifest for Bartlett Hall. The U.S. Army Corps of Engineers (USACE) New York District intends to issue an Invitation For Bid (IFB) W912DS18B0033 to repair the leaking roof of Bartlett Hall at West Point, NY. These leaks have severely impaired and damaged the building's structure and must be attended to. The contractor is to furnish all labor, materials, support services, tools, equipment and incidentals necessary to repair the roof. The project magnitude is between $10 million and $25 million. The period of performance will be 365 calendar days from the issuance of the Notice to Proceed (NTP). Anticipate the plans and specifications to be sent electronically on or about 6 Aug 2018 via ARMDEC Safe Site to venders on the security manifest, with a bid opening on or about 05 Sep 2018. Any and all amendments shall be likewise sent electronically. Hard copies will not be available. It is the contractor's responsibility to get approved on the security manifest. The bid opening will be held at 26 Federal Plaza NY, NY 10278, the exact location will be included in the solicitation. All questions must be submitted in writing via email to; Adrian.J.Staffordbrowne@usace.army.mil. The media selected for issuance of the Solicitation and amendments shall solely be at the discretion of the Government.. Bids will be submitted to the U.S. Army Corps of Engineers, Contracting Division, Room 1843, 26 Federal Plaza, New York, NY 10278. All questions must be submitted in writing via email, fax, or mail to the POC. The media selected for issuance of Synopsis/Solicitation and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project shall be ARMDEC Safe Site. Telephone, email or fax requests for the solicitation will not be accepted or honored. Paper copies of this solicitation and amendments, if any, will not be available or issued. Plans and specifications will NOT be provided in hard paper copy or CD-ROM format. The solicitation and all amendments for this acquisition will be sent via ARMDEC. Interested parties may download and print the solicitation at no charge. To keep informed of changes, monitor your email for ARMDEC updates. Offerors shall have and shall maintain an active registration in the SAM database at http://www.sam.gov to be eligible for a Government contract award. If the Offeror is a Joint Venture (JV), the JV entity shall have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror. If you are interested in responding to the forthcoming solicitation for this requirement, the attached document titled "West Point Security Manifest" MUST be filled out (Columns B through I) with information of a point of contact from your company that will be on-site at West Point, NY. A background check must be successfully completed for access to the installation for this project. If you do not have a successful security review, you WILL NOT be permitted to access the solicitation and any amendments and will not be able to submit a proposal for this procurement. Please provide this information no later than 15 days before the Proposal Due Date that is posted under the "response date" in Fed Biz Ops. Please be aware that offerors who submit for vetting within the period of 15 days prior to the "response date" may not receive clearance in sufficient time prior to the due date and that bid extensions will not be granted in such circumstances
