- NOTE: THIS IS A PRE-SOLICITATION NOTICE, NOT A SOLICITATION. PLANS AND SPECIFICATIONS ARE NOT AVAILABLE AT THIS TIME. THEREFORE, NO QUESTIONS WILL BE ACCEPTED OR ANSWERED UNTIL THE SOLICITATION IS ISSUED. INFORMATION IN THIS SYNOPSIS IS SUBJECT TO CHANGE. This is an UNRESTRICTED procurement. NAICS Code: 237990. This solicitation, W912P818B0036, is anticipated to be issued as an Invitation for Bid (IFB). The resulting contract shall be firm fixed price (FFP). The solicitation will be issued on or about 14 August 2018. The anticipated bid opening date is set for 13 September 2018; however, actual date of bid opening will be determined upon the solicitation advertisement date. All qualified business concerns may submit offers. Offers from large business firms must comply with FAR 19.7 and FAR Clause 52.219-9 regarding the requirement for submission of a subcontracting plan. The U.S. Army Corps of Engineers FY 18 subcontracting goals are for specified percentages of the contractor's total planned subcontracting amount to be placed with the following: Small Business 38.50%; Small Disadvantaged Business 17.91%; Woman Owned Small Business 5.47%; HUBZONE Small Business 4.33%; and Service Disabled Veteran Owned Small Business 4.56%. The work consists of removal and satisfactory disposal of all material excavated from the Baptiste Collette Bar Channel, within the limits shown on the contract drawings; and disposal of all dredged material within the specific areas provided. No dike work is included with this project. The estimated value of this work is between $5,000,000.00 and $10,000,000.00. The Government will not provide written paper copies of the solicitation. Telephone, written, facsimile, or e-mail requests for the solicitation package will not be honored. Potential contractors are responsible for monitoring this site for the release of the solicitation package and any amendments. The solicitation documents for this procurement will be posted on FedBizOps (www.fbo.gov ).
