Description
1.0 Overview ATF's goal is identification, particularly at low levels, not quantification. Therefore, it's specifically interested in qualitative data results. THIS IS A SOURCES SOUGHT/REQUEST FOR INFORMATION (RFI) ONLY. This Notice does not commit the Government to contract for any supply or service. Further, ATF is not at this time seeking quotations/proposals and will not accept unsolicited quotations/proposals. The U.S. Government will not pay for any information or administrative costs incurred in response to this Notice; all costs associated with responding to this Notice will be solely at the interested party's expense. Not responding to this Notice does not preclude participation in any future solicitation, if issued. It is the responsibility of a potential vendor/offeror to monitor this site for additional information pertaining to this requirement should a solicitation be released later. The Government needs to know if there are any qualified Small Businesses, specifically Woman-Owned Small Businesses (WOSBs), Historically-Underutilized Business (HUB) Zones, and Service-Disabled-Veteran-Owned Small Business (SDVOSBs) that can fulfill this requirement. 2.0 Requirement The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) in support of the Office of Science and Technology, Laboratory Services is seeking information for a Liquid Chromatography-Mass Spectrometry (LC-MS) system that meets the below specifications. • Ultra-high pressure, connected to a quadrupole time-of-flight mass spectrometer (UHPLC/UPLC-qTOF). The UHPLC/UPLC qTOF must: o possess a multiple column compartment equipped with automated temperature control capabilities. o have the option of utilizing a multi-mode source capable of switching between electrospray ionization (ESI) and atmospheric pressure chemical ionization (APCI) in an automated manner. Both of these ionization modes must operate in positive and negative ionization mode. o have the option of utilizing a stand-alone APCI source. o be a high-resolution mass analyzer capable of performing accurate mass measurements for low mass ions (m/z < 400) with a mass error of < 4 ppm. o be able to perform single ion monitoring (SIM), single reaction monitoring (SRM), and multiple reaction monitoring (MRM). • Possess an autosampler equipped with automated temperature control capabilities • Possess automated mass spectrum resolution and calibration checks, automated LC/MS systems checks, automated system monitoring, and an automated lock spray • Must be stable with room temperature variations of ± 5°F • Must come equipped with a computer and a printer o The software should allow reports to be generated and be utilized by beginners and experts. • Come equipped with a nitrogen generator 3.0 Period of Performance (POP) The Delivery Date is not yet known - Please include the standard delivery terms on your submission. (Location - Ammendale, MD) 4.0 Additional Information Interested parties responding to this Notice should include their Data Universal Numbering System number, Business size, and associated North American Industry Classification System (NAICS) code. Said party must demonstrate the instrument's ability to detect multiple explosive compounds such as, but not limited to, EGDN, TNT, NG, PETN, RDX, HMX, TATP, and HMTD in the low parts per billion range. Said party must also demonstrate the robustness, reliability, and speed of analysis of the instrument. Said party should also offer installation and training. In-house training is preferred, but off-site training specific to utilizing the instrument for qualitative detection of low mass ions (<400 m/z) is acceptable. 5.0 Submission ALL Submissions must be sent via the FBO site to be recovered by the CO under the Interested Vendors Tab.
