Description
The U.S. Department of Agriculture (USDA) Animal and Plant Health Inspection Service (APHIS) is seeking capability statements from small business firms capable of certifying research laboratories with accreditation to the ISO/IEC 17025 international standard. The USDA Center for Plant Health Science and Technology (CPHST) is the scientific support organization for the Plant Protection and Quarantine (PPQ) division of APHIS. The CPHST Beltsville Laboratory, located at BARC- East; Bldg -580 Beltsville, MD 20705, is a plant diagnostic laboratory that provides support for operations and regulatory decisions for USDA, APHIS, PPQ programs. Our scientists validate and simplify biochemical and molecular diagnostics prior to stakeholder release and develop clear standard operating procedures by which molecular diagnostic analysis occur. We achieve timely delivery of our diagnostics techniques and results; and evaluate, adapt, and implement progressive technologies that are field-deployable in its operation for emergency response, and eradication and domestic programs. ISO/IEC is an international standard used by testing and calibration laboratories. This standard is composed of two major components: (1) management requirements and (2) technical requirements. Management requirements are primarily related to the operation and effectiveness of the quality management system within the laboratory. This includes an emphasis on the responsibilities of senior management, explicit requirements for continual improvement of the management system itself, and communication with the customer. Technical requirements address the competence of staff, methodology, equipment, quality of test results and reporting. Contracting Objective -- ISO 17025:2017 accreditation for the CPHST Beltsville Laboratory for a fixed scope covering lab testing and confirmatory diagnostics of: the Citrus Greening pathogens (HLB), Plum Pox Virus (PPV) and Phytophthora ramorum. Eventually, the scope of accreditation will be expanded to include the flexible scope of "quantitative and qualitative detection of plant pathogens using conventional and real-time PCR". This expansion will afford us the opportunity to modify and/or extend the range of our accredited PCR assays and add new technically-equivalent assays for continual improvement of the lab mission between surveillance visits. All interested small businesses are invited to submit capability statements for acquisition planning purposes. The following outline is recommended (5-page limit): 1) Company name, address, and primary point of contact information 2) A statement of capability 3) Recent and relevant past performance information that includes ISO 17025:2017 or ISO 17025:2005 accreditation work with flexible scopes 4) Business Ownership and Self‐Certification information (i.e. Small Business, Women‐Owned Small Business, Veteran Owned, Service Disabled Veteran Owned) 5) Current Government Certifications (i.e. 8(a) certified, 8(a) joint venture, Small Disadvantaged Business HUBZone Certified) 6) List Pertinent Codes: NAICS Codes (numbers only), DUNS number USDA APHIS reserves the right to determine if a small business set-aside is appropriate based upon the capability information provided in response to this notice, and other pertinent information gathered by the contracting officer. Respondents should ensure the information provided is detailed, current, accurate, and complete. Please submit capability statements by email to the Contracting Specialist, Michael Chiodi (michael.j.chiodi@aphis.usda.gov), no later than August 1, 2018 at 4:00pm central time. This notice does not constitute a solicitation. This invitation for capability statements is for planning purposes only. The acquisition strategy for this proposed project has not yet been determined. Response to this notice is strictly voluntary. The Government will not reimburse any party for its participation in this effort. Information submitted in response to this notice is subject to disclosure under the Freedom of Information Act.
