Description
The Department of Treasury (Treasury) Office of Treasury Procurement will solicit proposals as a 100% HUBZone Small Business Set-Aside. The contractor will perform Personal Assistance Services (PAS) to qualified Treasury employees with targeted disabilities located throughout the United States, the District of Columbia, and U.S. territories including, but not limited to, the Commonwealth of Puerto Rico, the Virgin Islands, and Guam. The Contractor shall provide Treasury employees with Targeted Disabilities (as defined herein), who meet the following criteria to perform activities of daily living that an individual would typically perform (including, but not limited to, assistance with removing and putting on clothing, eating, and using the restroom) if he or she did not have a disability, provided: the employee requires the services because of his or her targeted disability; the employee will perform the essential functions of the job, without posing a direct threat to safety, once PAS and any required reasonable accommodations have been provided; and the PAS will not impose undue hardship on the agency. Targeted Disability - A subset of conditions that would be considered disabilities under the Rehabilitation Act. The following is a list of targeted disabilities, as set forth on Standard Form (SF) 256. See 29 CFR § 1614.203(a)(9). • Developmental Disability, for example, autism spectrum disorder • Traumatic Brain Injury • Deaf or serious difficulty hearing, benefiting from, for example, American Sign Language, CART, hearing aids, a cochlear implant and/or other supports • Blind or serious difficulty seeing even when wearing glasses • Missing extremities (arm, leg, hand and/or foot) • Significant mobility impairment, benefiting from the utilization of a wheelchair, scooter, walker, leg brace(s) and/or other supports • Partial or complete paralysis (any cause) • Epilepsy or other seizure disorders • Intellectual disability • Significant Psychiatric Disorder, for example, bipolar disorder, schizophrenia, PTSD, or major depression • Dwarfism • Significant disfigurement, for example, disfigurements caused by burns, wounds, accidents, or congenital disorders Pursuant to FAR 19.501, this acquisition is a small business HUBZone Set-Aside and will be conducted in accordance with FAR Part 15 and FAR Part 16. The North American Industry Classification System (NAICS) code for this acquisition is 624120 and the small business size standard for this NAICS code is $11 million dollars in annual receipts. All responsible sources considered a HUBZone Small Business under this NAICS code are eligible to respond to this solicitation. The Department of Treasury intends to award a hybrid firm fixed price, labor hour contract with one (1) base period and four (4) one-year option periods on a competitive basis to one responsive and responsible Offeror. Interested parties shall be considered responsible as defined within the meaning of FAR 9.104-1. It is anticipated that the Request for Proposal RFP will be issued on or about August 10, 2018 via modification and uploaded to this Pre-Solicitation Notice. The anticipated award date is on or before September 31, 2018. Potential Offerors are hereby notified that future information about this acquisition, including the solicitation and subsequent amendments, will only be available on the Federal Business Opportunities website www.fbo.gov. Interested parties are responsible for monitoring the FedBizOpps website to assure that they have the most up-to-date information about this acquisition. Firms offering a response to this notice should ensure that their registration in the Systems for Award Management (SAM) database http://www.sam.gov is current. This notice is not considered to be a commitment by the Government nor will the Government pay for information. Request for the solicitation will not be accepted.
