Description
The U.S. Army Corps of Engineers (USACE), Afghanistan District intends to solicit a requirement for the Afghanistan Air Force (AAF) Aviation Enhancement at Mazar-e-Sharif. The project consists of the design and construction (Design Build) of a new Life Support Area (LSA) Expansion, a new mixed rotary and fixed wing rigid paved Airfield, and airfield Operations facilities for support and maintenance of aircraft. Work for the LSA Expansion, Airfield, and Operations are summarized as follows: LSA Expansion: Facilities for the LSA Expansion consist of new barracks (Officers, NCO, and Enlisted), administration buildings, a dining facility, guard towers, and a waste water treatment plant (WWTP) control building. With the exception of the WWTP Control Building, the new buildings will be standard designs provided by the Government. Site improvements consist of demolition, grading and drainage, a perimeter wall, a perimeter road and respective ditches, sidewalks, new water well, water storage tanks, water distribution, wastewater distribution, a new WWTP, a forced sewer main, electrical power connection to the Afghan grid, electrical distribution system, collapsible soil mitigation, Furniture and Fixtures Equipment (FFE), and all other incidental work required for complete and usable LSA. Airfield: The Airfield work consists of a new ridged pavement for aircraft taxiways, aircraft parking aprons, a hangar parking apron, taxiway/apron shoulders, aircraft barriers, airfield paint striping, aircraft tie-downs, and static grounds. Site improvements consist of demolition, grading and drainage, concrete lined ditches, concrete trench drains, and all other incidental work required for a complete and usable airfield. Operations: Facilities for the airfield Operations consist of new pre-engineered metal building (PEMB) aircraft hangars, a storage building/warehouse (Government provided standard design), and re-locatable buildings (RLBs) for offices. Site improvements consist of demolition, grading and drainage, concrete lined ditches, exterior hangar concrete paving, power tie-in to the Afghan grid, electrical distribution system(s) (above and underground), water service connection, wastewater service connections, a Alaska Barrier Wall, and all other incidental work required for a complete and usable Operations facilities. The contractor is required to follow the procedures in the USACE Engineers Manual (EM) 385-1-1, Safety and Health Requirements. The proposed acquisition is to be solicited as a firm-fixed-price type contract using Trade-Off source selection procedure pursuant to FAR 15.101-1. This action will be solicited using full and open competition. Pursuant to Defense Federal Acquisition Regulation (DFARS) 236.204, the magnitude of the construction project is between $25,000,000.00 and $100,000,000.00. The North American Industry Classification System (NAICS) Code used for the anticipated Solicitation is 236220 -Commercial and Institutional Building Construction. Size Standard $36.5M. The tentative date for Solicitation advertisement will be within the next 30 days.
