Description
The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the NIST Engineering Laboratory, intends to negotiate with HC Photonics Corp, Taiwan, on a sole source basis under the authority of FAR Subpart 13.106-1 (b), Soliciting from a Single Source, for the purchase of two (2) PPLN (periodically poled lithium niobite) waveguide mixers. In our quantum communication research, we plan to develop a quantum interface to connect a quantum memory developed in our lab and a future quantum computer. This is the first step to form a quantum computational networks. We will target quantum computers based on trapped Yb+ ions qubits. The output is single photons at 369.5 nm emitted from the 2Pv2 to 2S112 transition in Yb+ ions. Our goal is to connect the quantum memory (894.5nm) developed in our lab with a quantum computer based on trapped Yb+ ions (369.5 nm) through a Bell­ State Measurement (BSM). For this purpose, a PPLN waveguide mixer is needed to convert single photons from 894.5 nm to 369.5 nm by using s strong pump laser at 629.5 nm. Our market study found such a suitable pump is laser priced over $100k, which is exceed our budget capability. Our alternative is to use another PPLN waveguide mixer, which can be pumped by our existing two lasers at 1550 and 1060 nm to generate 629.5 nm beam. For this purpose, we request to purchase two PPLN waveguide mixers. In our lab, there are several PPLN frequency converters made by HC Photonics running in the experiments. The requested PPLN waveguide mixers will be operated together with the existing PPLN frequency converters from HC Photonics. Due to compatibility requirement, the requested PPLN waveguide mixers must be obtained from HC Photonics. The requested specifications for two PPLN waveguide mixers are shown below. SPECIFICATIONS: 1)Mixer #1 •PPMgO:CLN WG Mixer, SFG 894.5 + 629.5 => 369.48(nm) •First input: 1 meter PM850 fiber, FC/APC connecter •Second input: 1 meter PM630 fiber, FC/APC connecter •Output: Window •TEC Housing (driver is not included) •WDM fiber packaged extension with 895nm/ 629nm WDM (1 dB insertion loss) •Device conversion efficiency: 16%/W, (WDM insertion loss is not included). 2)Mixer #2 •PPMgO:CLN WG Mixer, SFG 1060 + 1550 => 629.5(nm) •First input: 1 meter high NA PM1300 splicing with PM980 fiber, FC/APC connecter •First output: 1 meter PM630 fiber, FC/APC connecter •TEC Housing (driver is not included) •WDM fiber packaged extension with 1064nm/ 1550nm WDM (1 dB insertion loss) •Device conversion efficiency: 45%/W, (WDM insertion loss is not included). ***** Sole source determination is based on the need to acquire custom-made PPLN waveguide mixers. The requested PPLN waveguide mixers need to be specifically designed to fit our specific wavelengths in our experiment. Due to compatibility requirements the devices must be a custom-made product. HC Photonics is the only vendor that is able to makes such devices for NIST. Without the specific devices the experiment cannot be completed. *****The North American Industry Classification System (NAICS) code for this acquisition is 334516- Analytical Laboratory Instrument Manufacturing. ****** A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
