- This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101(a)(2) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source contract, and is not a request for competitive proposals. The statutory authority for this sole-source procurement is FAR 6.302-2. The Army Contracting Command (ACC) intends to award a sole source, firm fixed price contract extension to the Blast Pelvic Protector (BPP) Indefinite Delivery Indefinite Quantity Contract Vehicle holders - KDH Defense Systems, Hawk Protection, and Bethel Industries to extend the ordering period by 24 months. The Torso and Extremity Protection BPP system is one of four (4) subsystems that will be integrated into the Soldier Protection System (SPS). The TEP shall be fully scalable from a low profile body armor vest to a plate carrier (PC) that can be configured up to a full-up tactical system. The other subsystems include Integrated Head Protection System (IHPS), Vital Torso Protection (VTP), and Integrated Soldier Sensor System (ISSS). The SPS is an Acquisition Category (ACAT) III Program designed to be worn by both mounted and dismounted Soldiers during a full spectrum of combat operations. The SPS will provide the Soldier with multiple levels of ballistic protection that can be tailored to select mission profiles and protection against specific threats from conventional, fragmenting, munitions, small arms ammunition, and blunt impact. Soldiers equipped with the TEP component of the SPS will be supported by the versatility of the overall system which allows the Soldier to quickly transition from one mission type to another without degrading the momentum of small unit operations. The BPP is a standalone component that will be worn over the Army Combat Uniform and is designed as a blast harness with increased area of coverage while also improving mobility and protection from blast events. The BPP contains soft armor that provides protection of the pelvic region, femoral arteries, and lower abdominal organs in a blast or fragmentation event.
