- Solicitation Statement of Work Wage Decision This is a combined synopsis/solicitation. The 911 th Airlift Wing, Pittsburgh IAP ARS, Coraopolis, PA 15108 intends to issue a Request for Quotation (RFQ), using commercial procedures to make a single award. This is a firm-fixed price contract to provide cleaning of the firing range. The contractor shall furnish all tools, equipment, labor, and material necessary to accomplish removal of lead particulates located at the 911 Airlift Wing (AW) Pittsburgh International Airport Air Reserve Station (PIA ARS) Small Arms Firing Range. The objective of this contract is to clean the existing firing range of lead particulates in order to provide a safe and healthy work environment for AF personnel. All work performed by the contractor under this contract shall be conducted in full compliance with Federal, State and local environmental regulations, Air Force (AF) policies, and Occupational Safety and Health regulations. The contractor shall be responsible for ensuring that their employees and AF personnel are adequately protected from all hazards encountered during the course of work. The 911 AW Firing Range is located in Independence Township, approximately 2.5 miles northwest of Clinton, PA. The 911 AW Firing Range is a remote, unmanned, secure facility. The firing range is an outdoor facility, approximately 2 acres, consisting of a training/administrative building, a small arms range, and surrounding areas. The range is a 25-meter small arms range consisting of 22 covered firing points and a bullet trap dust collection system manufactured by Action Target, Inc. All work shall be accomplished in strict accordance with the contract documents. The NAICS code is 562219. The applicable size standard is $38.5 million. Request for Quotation FA6712-18-Q-0005 will be available on O/A 25 Jul 2018. Quote due date will be O/A 9 Aug 2018. This action is being set-aside for competition restricted to small business concerns IAW FAR Subpart 19.5 and 52.219-6. Notice to Offerors: Funds are not presently available for this project. No award will be made until funds are available to make payments under a contract. The government reserves the right to cancel this solicitation, either before or after the closing date with no obligation to the offeror by the Government. Note: Interested Offerors must be registered in the System for Award Management (SAM) database. Firms can register via the SAM Internet site at https://www.sam.gov/. Interested Offerors are required to submit their representations and certifications online using SAM. Offerors must be a small business concern at the time of the response date. Foreign owned companies are not allowed to participate in this solicitation
