FEDBIZOPPS.GOV ANNOUNCEMENT: SPECIAL NOTICE CLASSIFICATION CODE: 66- Laboratory instruments SUBJECT: Diode laser system SOLICITATION NUMBER: 1333ND18QNB770277 CONTACT POINTS: Brian Jamieson, Contracts Specialist (301) 975-8276; Keith Bubar, Contracting Officer (301) 975-8329 DESCRIPTION: The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the NIST Engineering Laboratory, intends to negotiate with Toptica Photonics Corp, Victor, NY, on a sole source basis under the authority of FAR Subpart 13.106-1 (b), Soliciting from a Single Source, for the purchase of a Diode laser system. We are building a quantum repeater to be used as a node for future quantum networks. The quantum repeater consists of two major elements: a quantum memory and a single photon pair source. In the development of the quantum memory, we used a tunable diode laser system near 895 nm that can be locked on an atomic transition line. When we develop the photon source, a tunable diode laser near 895 nm is also needed. So far, we have alternatively shared the existing laser in the lab for both projects. Per our research plan in FY2018, the single photon source should be integrated with the quantum memory to demonstrate the functionality of a quantum repeater. In another word, the photon source and the quantum memory must work at same time and the existing laser can no longer be shared. In this case, we request to purchase another tunable diode laser system at 895 nm, which enables both elements working simultaneously for their integration. In fact, the requested laser system includes the following items: • A distributed feedback (DFB) laser diode mounted in a laser head. • Digital electronic controller. • A built-in optical isolator (to prevent damage by backwards laser beam). • A locking option key (this is a high speed electronic locking module for locking the laser frequency onto the Cs transition line). • A fiber Patchcord. The requested laser system and the existing laser system will work together in the experiment. Due to compatibility consideration, the requested laser system must be from the same vendor of the existing laser system-Toptica Photonics. SPECIFICATIONS: • Distributed feedback (DFB) laser diode, tunable for Cs Spectroscopy Center wavelength 895 nm Output Power 40 mW Mode-hop free tuning 2.8 nm (typical) • Laser head for DFB diodes Compatible with the requested DFB laser diode listed above. PCB for fast modulation included (AC & DC coupled) Dimensions (H x W x D): 45 x 90 x 165 mm • Optical Isolator Wavelength range 865 - 930 nm Isolation > 60 dB Transmission > 80% Aperture 4.7 mm Maximum power density> 4 kW/cm2, max. 40W CW Can be integrated with the above laser head • Locking option key <img src="file:///C:/Users/baj/AppData/Local/Temp/msohtmlclip1/01/clip_image001.png" alt="" width="815" height="74" />. The locking option key enables the system locking to stabilize connected laser. Its specifications are: Signal delay including AD/DA conversion 200 ns, Includes two digital Pills for each connected laser to address e.g. piezo and current, Includes Lock-In signal generation for locking top-of-fringe, Includes Click & Lock and Relock intelligence, Can be controlled via touch UI, PC GUI and via remote control commands. • A (one) fiber patch-cord 3-meter long SM/PM fiber for 810-980 nm, FC/APC connectors on both ends, MFD = 5.5µm. ***** Sole source determination is based on the need to acquire custom-made Diode laser system. The requested Diode laser system needs to be specifically designed to fit our specific requirements in our experiment. Due to compatibility requirements the devices must be a custom-made product. Toptica Photonics is the only vendor that is able to makes such a device for NIST. Without the specific device the experiment cannot be completed. *****The North American Industry Classification System (NAICS) code for this acquisition is 334516- Analytical Laboratory Instrument Manufacturing. ****** A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. *****Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice.
