- DLA Aviation -Philadelphia intends to award performance based support for H-1 Organizational and Intermediate (O&I) Level Support under the Bell Captains of Industry (BCOI) contract, SPE4AX-17-D-9410. The BCOI Contract is strategic in nature and is the primary vehicle for this requirement. This notice is for information and planning purposes only and does not constitute an RFP or commitment by the Government. Under this BCOI effort, the contractor will provide depot reach-back technical assistance in support of the Government's initial establishment of organic depot repair capability for aircraft components identified below: NSNs: 449-040-011-103, 214-040-009-115, 449-012-134-101, and 449-040-004-105 The Contractor will provide the Fleet Readiness Center-East (FRC-E) initial delivery of depot level pubs required for FRC-E. All responsible sources may express their interest and provide capability statements in response to this notice. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after the date of publication of this Sources Sought Notice may be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Only approved sources will be solicited, and source approval may be required. DLA Aviation Philadelphia will not delay award while source approval is pending. The time required for approval of a new source is normally such that an award cannot be delayed pending approval of a new source.
