Description
The 911th Airlift Wing, Pittsburgh IAP ARS, Coraopolis, PA 15108 intends to issue an Request for Proposal (RFP), This is a firm fixed-price contract to provide for all labor, transportation, materials, tools, equipment and supervision necessary to install Vehicle Security Barriers, Project JLSS 18-0005. The Contractor shall furnish and install/perform all material, equipment, components, part s, tools, labor, transportation, hauling, disposal/recycling, cleaning, inspection, testing, commissioning, training, reporting, etc., necessary to perform this project as described in the contract-delivery order, including this Statement of Work and any /al l applicable federal, state and local law, regulation, standards, and codes. Unless otherwise stated, any/all work items includes requirement for contractor to remove and properly dispose of/recycl e off base, and to furnish and install / incorporate any / all new materials / equipment/components needed to properly complete the work item ; any Government furnished propert y and/or reinstallation of existing materials /e quipment/components sh all be as stated/specified herein. Contractor s hall s ubmit materials / methods for approval prior to ordering and/or incorporation into th e work; as a minimum, submittals shall include product literature, engineering de s ign, product data, MSDS, standard color, texture and sty l e samples/swatches/boards, and place of origin/manufacture. Demolished materials, waste/debris is prop e rty of the contractor, unless otherwise stated herein ; contractor i s re s ponsible for proper disposal/recycling of such materials off base; such material shall be promptly removed from the installation and shall not be stored/stockpiled unless su bmitted and approved for such. Contractor is responsible for verification of all details, measurements, etc. prior to ordering material s and execution of work. The work includes, b u t is not limited to, the following principle elements: Contractor s hall replace existing hydraulic barriers with electric vehicle pop-up barriers including all required modifications to customized barrier contro l pan e l, remote operator console with barrier controls, safety loop sensors, flashing LED light s on each barrier, connect to existing signals, and a sump pump in each barrier at main gate to accept and operate electric pop-up barriers instead of hydraulic pop-up barrier s... The estimated cost range is between $250,000 and $500,000. The NAICS code is 236220. The applicable size standard is $36.5 million. Request for Proposal, FA6712-18-R-0005 will be available o/a 13 Aug 18. Proposal closing date will be o/a 13 Sep 2018. This action is being set-aside for competition restricted to Hub-Zone Small Business firms IAW FAR Subpart 19.14 and 52.219-27. Performance period is 120 days for construction after receipt of Notice to Proceed. Notice to Offerors: Funds are not presently available for this project. No award will be made until funds are available to make payments under a contract. The government reserves the right to cancel this solicitation, either before or after the closing date with no obligation to the offeror by the government. Note: Interested offerors must be registered in the System for Award Management (SAM) database. Firms can register via the SAM Internet site at https://www.sam.gov/. Interested offerors are required to submit their representations and certifications on-line using SAM. Offerors must be a certified Hub Zone Small Business firm at the time of the proposal closing date.
