- Full synopsis IAW FAR 5.207 ALL Questions must be submitted IAW this excel document to the email address listed in the FINAL Synopsis attachment Broadband Proposal Processing Support Services SOO A newly created Rural Utilities Service (RUS) Broadband Pilot Program (BPP) will utilize funding appropriated by congress to award competitive loans and grants for the accelerated implementation of broadband deployment in areas that are currently lacking adequate access. The BPP will allow opportunities for economic development in rural areas by providing funds to construct broadband facilities to the populations previously without sufficient access to broadband. BPP is designed to serve rural residents without sufficient access to broadband service. This procurement effort is to assist RUS to utilize the funding appropriated by congress to award competitive loans and grants to accelerate broadband deployment in areas that so not have sufficient access to broadband. Support will be required in the following areas: Application Processing Development and Execution - Development and execution of agreed upon process and procedures necessary for processing of loan and grant applications during agreed upon time frames. RUS will provide online systems for accepting and processing applications. Administration and Award Monitoring - Development and execution of agreed upon process and procedures necessary for management of all loan and grant awardees (Starting at contract award) during the agreed upon time frames. Reporting - The contactor shall assist in the identification, development and execution of reports that show all necessary data (e.g., funding location(s), technology(s) deployed, coverage achieved) to allow the program to manage, monitor and inform applicants and awardees (As well as other internal and external stakeholders) and to visually highlight the impacts of funding improving broadband infrastructure deployments. Management and Administration - The contactor shall develop and execute an agreed upon program management plan that includes all items necessary to execute this order, including, but not limited to: a master schedule of multiple tasks and Labor Mix required to address all aspects of this SOO, a Quality Assurance Surveillance Plan (QASP) that monitors quality assurance throughout the life of the contract ensuring that scheduled requirements are met or exceeded to support aggressive deployment schedules, meetings as necessary to assure the successful delivery under the contract, and a detailed work plan that addresses all requirements set forth in this SOO.
