- Synopsis: Notice of Intent to Award a Sole-Source Contract Announcement Number: 1305M2-18-NWWG01004 Project Title: Mintaka Star barograph ad Mintaka StarX sensors The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Simplified Acquisition Branch intends to negotiate on a sole source basis with Barber Creations, LLC dba Mintaka Innovations, using the procedures in FAR Part 13, to provide a Mintaka Star and StarX Precision Barograph with custom NWS mounting plate and temperature sensor for the National Weather Service (NWS). The required supplies or service must be compatible in all aspects (form, fit, and function) with existing systems or equipment and the source is uniquely qualified to meet the requirement. Mintaka Star Duo Dual Sensor Precision Barograph with custom NWS mounting plate is the only product that meets the NWS requirement and is integrated with the World Meteorological Organization (WMO) TurboWin software the international Voluntary Observing Ship (VOS) standard. The required equipment is compatible in all aspects (form, fit, and function) with existing systems and the source is uniquely qualified to meet the requirement. The government determined the Mintaka Star meets all needs of the government and will integrate into the standard TurboWin 2.4.+ Software. The Government would incur a significant cost to replace all the existing standard digital equipment, required to update all training and standards documentation, and would be required to retrain over 300 ship crew observers currently using these units to take the observations. Developing the capability of new equipment integration into the standard log book and encoding software is not in the current mission and funding statements. The future vision is likely to cause significant changes in how observations are obtained therefore changes in the process or equipment that would cause significant investment does not support this direction. The current equipment and processes are performing as expected and the quality control charts are stable and show the precision that is required. There is a risk that changing to another solution could cause adverse results affecting the NWS model and forecast process and would require lengthy testing jeopardizing participating observers, and impacting operational stability. Barber Creations, LLC is the company who created and engineered the Mintaka equipment and internal software. They are currently the sole integrator who assembles all Mintaka products. The Mintaka Star Precision Barograph solely meets the NWS needs as a barometer/hub for the U.S. VOS program as it fully integrates with the WMO compliant maritime electronic logbook and encoding software TurboWin for transmitting meteorological observations from VOS ships while at sea. The MintakaX include temperature, pressure and humidity sensors. Field support and firmware updates are also included as part of the service. There is no other source that can provide this level of support and service for the Mintaka Star product. The statutory authority for other than full and open competition is FAR 13.106-1(b)(1)(i), Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 334519 with a business size standard of 500 employees. This is not a solicitation for competitive quotes, nor will one be posted on FedBizOpps. Although a determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. However, if any interested party believes that it is capable of meeting the requirements, and in an effort to comply with the requirements outlined in FAR 5.102, a firm may request an electronic copy of the solicitation from the Contract Specialist, Natasha Thieman (Natasha.Thieman@noaa.gov). All electronic correspondence shall have the subject line read: Announcement Number: Project Title. All responsible sources may submit a Capability Statement and/or a quote in accordance with the solicitation, which shall be considered by the agency if received on or before 11:00 AM EST on August 1, 2018. The Capability Statement must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements. The solicitation will remain open from July 26, 2018 to August 1, 2018.
