Description
The Centers for Disease Control and Prevention intends to award a sole source cost plus fixed fee modification to increase the cost estimate for the current period of performance and the remaining option years to New York City Health and Hospitals Corporation (H+H) for all case management services. H+H is a Clinical Center of Excellence (CCE) providing health care services as part of the World Trade Center Health Program (WTCHP) as authorized under the James Zadroga 9/11 Health and Compensation Act of 2010, Pub.L. 111-347. CCEs are required to provide case management, care coordination, and to coordinate monitoring and treatment benefits for WTC responders and certified-eligible WTC survivors. H+H's contract requires them to provide these services efficiently, and for the best value to the Government. At the time of contract award a hybrid model of case management, where the services would be partially provided by H+H itself and by another contractor under the WTCHP, was considered to meet the efficiency and best value requirements. Over the past year of performance on the CCE contracts, it has become evident that in-house performance of case management services, where the services are provided by the CCE providing the WTC responder or certified-eligible WTC survivor with medical treatment, is the most efficient way to provide these services, and represents the best value to the Government. An in-house model of case management provides the best care to the members at the best price. This action will increase the cost estimate for the current period of performance, and the remaining option periods. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 and 41 U.S.C. 3304(a)(1). H+H, as the CCE providing monitoring and treatment benefits to certified-eligible WTC survivors, is the only responsible source capable of providing case management services to those same certified-eligible WTC survivors that will satisfy the Center for Disease Control and Prevention's requirements of efficiency, quality care, and offering the best value to the Government. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
