- The Department of Veteran Affairs, Veterans Health Administration, Network Contracting Office 6, Hampton VA 23667, on behalf of Richmond VAMC intends to negotiate a single source Firm-Fixed Price contract for Advanced Digitizer Bundle with Technical Communities Inc dba TestMart., in accordance with 41 U.S.C. §3304(a)(1) as implemented by FAR 13.106-1(b). This is not a request for competitive offers and no solicitation is available. Market research has determined that these items are highly specialized, are only available from a single source without an unacceptable delay or duplication of cost and no other type of items will satisfy agency requirements. The Government intends to award the contract with an effective date of 30 July 2018 to Technical Communities, Inc., 1111 Bayhill Dr Ste 400, San Bruno, CA, 94066-3043. Cage Code 1RPN6. This is a Brand-Name Only requirement to satisfy the minimum requirements of the Richmond VAMC radiology department. The requiring activity has requested Advanced Digitizer Bundle and supporting equipment manufactured by Radcal. The Advanced Digitizer Bundle is essential for the accurate assessment and optimization of the radiation produced by imaging equipment in Radiology. The equipment is capable of measuring doses and dose-rate and displaying them on a computer screen. The equipment can detect the entire gamut of radiation qualities used in Diagnostic and Interventional Radiology, including scatter. It allows for the assessment and optimization of the amount of radiation used to image patients, and is a requirement to comply with Federal Law (Mammography Quality Standards Act) and the recommendations of accrediting organizations (The Joint Commission) and Professional Societies (American College of Radiology & American Association of Physicist in Medicine). This synopsis announcement is being issued for information purposes only and does not constitute a solicitation or request for competitive proposals. This synopsis shall not be construed as an obligation on the part of the Government to acquire any products or items. ***Reference RFQ 36C24618Q9515 Advanced Digitizer Bundle in all replies Salient Characteristics Functions to be performed: This equipment is essential for the accurate measurement of Radiation doses and dose-rates produced by the myriad Radiology equipment. It is required to comply with Federal Law (Mammography Quality Standards Act) and the criteria set forth by accrediting agencies (The Joint Commission) and professional Radiology (American College of Radiology) and Medical Physics Societies (American Association of Physicist in Medicine). Performance required: ion-chambers collect ions produced at the chamber walls and read out a current that is proportional to the radiation detected. Different ion-chambers are used with different qualities of radiation and under different conditions where radiation may scatter off objects nearby. The chamber reading is interpreted by a digitizer which renders the radiation reading on a computer screen. Solid state ion probes must be capable of measuring radiation energies and qualities commonly found in Radiology. Essential physical characteristics: The ion-chambers must be capable of measuring radiation through the gamut diagnostic radiation qualities and energies.
