THIS IS A SOURCES SOUGHT SYNOPSIS ONLY - This Sources Sought Synopsis is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Not responding to this Sources Sought Synopsis does not preclude participation in any future RFP, if any is issued). It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. The US Army Contracting Command is exploring options for Contractor performance on an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract(s) with the options for Continuing Technology Refreshment (CTR). The IDIQ contract shall require rapid delivery (within 90 days of contract award) of M61 chemical canisters meeting the performance requirements of PRF EA-C-2251B (Attachment 1 to this Sources Sought Synopsis). The CTR effort shall require exploration of improvements on the M61 canister to increase the protection against specific toxic industrial chemicals (TICs) which may eventually be incorporated into the IDIQ portion of the contract. ACC is seeking the following information: 1. Potential Respondents shall provide evidence that they have the demonstrated capability of producing the M61 Canister meeting the requirements of PRF-EA-C-2251B (Attachment 1 to this Sources Sought Synopsis) at a Manufacturing Readiness Level of 9 or better. If a Respondent has not previously produced this canister, they must define the current level of manufacturing capability; identify maturity shortfalls with associated costs and risks, provide the basis for manufacturing maturation and risk management as defined in the Manufacturing Readiness Level Deskbook prepared by the OSD Manufacturing Technology Program, and provide a timeline to begin producing M61 filters. The Respondent must demonstrate that the canister interfaces with the M50 Joint Service General Purpose Mask (JSGPM). 2. The requirements in the CTR effort are going to require layered bed configurations. Potential Respondents shall provide evidence that they have a least two years' experience in designing and producing prototype layered bed M61 canisters that effectively interface with the M50 JSGPM. If a Respondent has minimal or no layered bed design or production experience, they must define the current level of manufacturing capability including any similar conformal layered beds; identify maturity shortfalls with associated costs and risks and provide the basis for manufacturing maturation and risk management as defined in the Manufacturing Readiness Level Deskbook prepared by the OSD Manufacturing Technology Program.
