Description
PWS dated July 25, 2018 AMENDMENT 01 The purpose of Amendment 01 is to (a) Provide Revised Performance Work Statement (PWS) dated July 25, 2018 at Attachment 04. Attachment 04 replaces the PWS at Attachment 01. Responses shall be based on the PWS dated July 25, 2018 at Attachment 04. (b) Add the following to the "Quote Submission Requirements" Section: Offerors shall acknowledge each amendment to the Solicitation. (c) Provide Questions & Answers #1 - #23 1. Question : Who currently provides EAP services to Crane? For how many years? Answer: We will not be providing this information 2. Question: Are there specific areas of enhancement you are seeking at this time? Answer: The requirement is as specified within the Performance Work Statement 3. Question: What is Crane currently paying for their EAP services (per employee per month or per employee per year)? Based on how many employees? Answer: We will not be providing this information 4. Question: What was the total dollar spent for the EAP in 2017? Answer: We will not be providing this information 5. Question: Is Crane currently receiving Work-Life Services, i.e. telephonic consultation and referral for Child Care, Elder Care, etc.? Should Work-Life Services be included in the quote to be submitted? Answer: The requirement is as specified within the Performance Work Statement 6. Question: Is Crane currently receiving Legal Consultation Services, i.e. 30-minute consultation with an attorney; beyond the consultation, attorney services offered at a 25% discount? Should Legal Consultation Services be included in the quote to be submitted? Answer: The requirement is as specified within the Performance Work Statement 7. Question: Is Crane currently receiving Financial Consultation Services, i.e. telephone-based financial advisory services provided by qualified financial planners? Should Financial Consultation Services be included in the quote to be submitted? Answer: The requirement is as specified within the Performance Work Statement 8. Question: Why are you requesting this RFP at this time? Answer: The Government has a requirement as specified within the Performance Work Statement 9. Question: In an effort to be a "green" company, we generally provide promotional materials electronically. If Crane desires printed brochures or posters, can you please indicate desired quantity for each? Answer: See PWS dated July 25, 2018 Section 14.4. 50 hard copy posters and 300 pamphlets. Electronic versions are required as well. 10. Question: Can you provide the number of training hours provided in 2017? How many of those hours were provided in-person? Answer: Zero training hours in person in 2017 11. Question: How many in-person hours are included annually in the current contract? Answer: We will not be providing this information 12. Question: Can you provide the number of orientation hours provided in 2017? How many of those were provided in-person? Answer: That information is not available 13. Question: How many Critical Incident events were responded to in 2017? How many Critical Incident events were responded to in 2016? How many hours of Critical Incident support were provided in 2017? How many hours of Critical Incident support were provided in 2016? How many hours of on-site Critical Incident support are currently provided in the contracted rate? Answer: We will not be providing this information 14. Regarding Performance Work Statement paragraph 5.1, Types and Frequency of EAP Services: Question: Of the 14 total clients, can you confirm how many of those 14 actually were authorized and sought counseling? What was the total number of Counseling sessions provided for the 14 clients? Answer: We will not be providing that information 15. Question: Regarding 5.2 Estimated EAP Participation - the number of hours indicated seems high for the employee population number. Can you define all services that were included in the count? Is it possible to get a closer actual count, other than "typically run less than 100 hours annually"? Answer: This information is unavailable 16. Question: Regarding 7.0 Scheduled Leave - Is the EAP Contractor currently on-site, and are EAP counseling sessions only available through a single EAP Contractor? Answer: Only one EAP Services contract will be awarded. 17. Question: PWS 1.0 Requirements, references ASAP and (AR) 600-85 which is related to substance abuse. Are EAP services available for Substance Abuse issues only? If not, please describe what other issues are able to be addressed. Answer: The EAP services shall cover all issues where personnel might encounter problems. This includes all family life issues (i.e. stress, financial, marital, grief/loss, depression, raising children, etc.) in addition to management directed counseling for issues such as substance abuse and anger management. 18. Question: PWS 5.1 - There were 14 clients. Were these all Substance abuse issues? If not, what issues were addressed? There were 2 management directed referrals. Were these substance abuse cases? Answer: We will not be providing this information. 19. Question: PWS 4.0 - There are 435 TDP employees. Please specify how employees with this designation need to be managed versus other employees. Are cases expected to be managed as managed by DOT? If no, please explain the steps expected for each referral. Answer: EAP Services required under this solicitation are consistent, regardless of the employee designation. 20. Question: PWS 5.2 - Please specify the number of hours we should include for training. Is this required to be onsite and in-person? Could it be via webinar and/or pre-recorded? Answer: Up to 100 hours of training. The avenue for training shall be determined on a case-by-case basis. 21. Question: PWS 8.2 - What is a "release note"? Pending a signed Release of Information, the EAP may report arrival and departure time of each visit. Please elaborate if anything else is required in the "release note". Answer: No additional information is required in the release note. 22. Question: PWS 14.2 - Are quarterly meetings required to be in-person? Answer: No. They may be via telephone conference. 23. Question: PWS 16.0 - This paragraph references reporting beginning 2013. Answer: The PWS dated July 25, 2018 has deleted that year designation.
