- This is not a solicitation or request for quote (RFQ). This is not a request for proposal (RFP). This is sources sought notice to industry and the only information is posted on FBO web page. The attachments included on the FBO page do not include any additional information. If your company is interested please read this notice entirely and submit the required information, as requested herein. VA is seeking current qualified sources who have interest and capability of performing external marketing campaign services for the VA Salt Lake City Health Care System (VASLCHCS). The VA s desired end results of these services include raising awareness, educating community and convincing Veterans to choose VA, in the geographic areas of Utah, Eastern Nevada, and Southeastern Idaho (Salt Lake Catchment Area), as part of this facility s effort in contributing to the VA Mission. There are several unique features of this service that determine what a qualified vendor entails and each of these must be satisfied to achieve the standard of Qualified Vendor. Qualified Vendor is one who is familiar with the VA Mission. Qualified vendor is one who has the capability to reach at least 75% of the current or former military personnel in the Salt Lake Catchment Area. Qualified Vendor is also one who has the capability to perform services in a way that produces tangible results for VASLCHCS when measured through internal VA patient surveys and comparing enrollment numbers from prior years to contractual post-service performance: 1) a total enrollment increase, 2) Awareness/Visibility of services that offer, 3) Increased website traffic; 4) Promotion of specific programs/resources considered to be best practice, foundational services offered by VA (Whole Health, Homeless, Mental Health, Women s Clinic, etc.). Qualified Vendor is one who has the capability to perform such a service using several mediums, specifically: Television, AM/FM News Talk /FM Radio (2 stations), email blasts, native articles, website, print and social media. Qualified Vendor is also one who has the capability to use each of these mediums and achieve the broadest reach within VA Salt Lake City s area of service. The specific needs of VA Salt Lake City include: ||1||TELEVISION: Total of (99) :07 and :15 second commercials per month for seven months during morning, daytime, early evening, late night, and weekend news casts; 1 pre-recorded segment (5-10 minutes); (15) :15 second TV ads on local digital sub-channels each month (total of 120 ads); Advertising (2) events in 2018 on a community calendar. Community calendar should be aired at least two times Sunday through Saturday, and ||2||AM/FM NEWSRADIO: (19) :60 second features and (3) :10 second ad sponsorships per week for 16 weeks for a total of 352 ads for the entirety of the campaign; (1) 5-minute interview to be broadcast late morning or early afternoon, and ||3||NATIVE ARTICLES: Minimum of 6 native articles, up to half a page hosted on 3 separate websites. Articles will have embedded links, logos and video (where available), and ||4||EMAIL BLASTS: 1 quarterly mass email to include VA logo of our choosing, a URL link, and 40-50 words of text, and ||5||SOCIAL MEDIA: will boost each of the native articles on Facebook, and ||6||FM RADIO STATIONS: 2 separate radio stations. First station will have a total of 512 ads, to include (11) :60 second ads/week, and (5) :15 second ads/week. Second station will have a total of 442 ads, including (9) :30 second ads/week and (4):15 second ads/week. Qualified Vendor will also have the capability to provide a facility where this content can be recorded to produce broadcast quality content that will be used through all mediums listed above. VASLCHCS will assist in creating content for this advertising campaign. A&A requirements to not apply. Security Accreditation is not required. Additional qualifications include recent experience (within past 3 years) of performing services of a comparable size, scope and complexity, as well as current and valid registration in SAM.gov. In reply to this notice, vendors must provide company DUNS number, brief statements on how the meets the qualifications as described above, and state if you would be performing services as a primary contractor or subcontracting the services. Include your company s recent experience, be it a US Federal contracted service or a service performed external to US Federal government.
