- This is a NOTICE OF INTENT; however, interested parties may submit a capability statement, which shall be considered by the agency by Friday, August 10, 2018, at 10:00 a.m. (Eastern) via e-mail to Debra.Nelson@hq.doe.gov. The written response must include a general statement for services mentioned in this announcement and past performance client information for similar work. The Office of the Chief Human Capital Officer (OCHCO), U.S. Department of Energy (DOE) has a requirement for membership service for the Corporate Executive Board Company, Inc. (CEB), Corporate Leadership Council (CLC) publication subscription. CEB is the sole source for the requirement and will provide Agency access though Fiscal Year 2019. CEB provides the Corporate Leadership Council membership providing best practices research and education on the world?s leading not-for-profit institutions and the world?s corporations. CEB will assist with the strategic management and business performance issues facing Human Resources, with a particular emphasis on the Chief Human Resource Officer?s complex role within their organization. Through CEB the Corporate Leadership Council dedicates a full-time staff of 150+ economists, consultants, analysts, and researchers, upon its members? direction. The Council?s mission is to scope the HR executives? core management challenges, chronicle, and provide a detailed analysis of the best (and worst) HR management practices of organizations, with an eye towards HR implementation. DOE through this membership is provided access to research; webinars addressing issues related to corporate Human Resource strategy, operations, and general management. It focus on identifying management initiatives, processes, trends, tools and frameworks allowing DOE to share and capitalize on best practices. The Government intends to award a sole source purchase order to Corporate Executive Board, Inc. The period of performance for this award will be twelve (12) months. This award will not exceed the Simplified Acquisition Threshold. The Product Service Code for this is R431 Support ? Professional: Human Resources Corporate Executive Board, Inc. is the only vendor that provides the unique resources of the government?s requirement for the aforementioned publication subscription. In accordance with Competition in Contracting Act, 41 USC 253 [c] [1], as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements. A determination by the Government to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct this requirement competitively in the future.
