Description
Special Notice Notice of Intent to Award a Sole Source Procurement The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 17, intends to award a firm-fixed priced contract to The Binding Site for procurement of the following reagents agreement: Item# Description: 0001 Agreement includes equipment, equipment maintenance services and consumables (all reagents, controls and supplies necessary to operate the system) [All costs of equipment and equipment maintenance services included in reagents and consumable supplies]. Equipment: SPA Plus with Computer, UPS, and Printer 0002 Reagents and Consumables: Reagents and consumable supplies to be ordered on an as-needed basis throughout the period of performance. Description Part/Item Number Freelite Kappa LK016.S Freelite Lambda LK018.S SPA Sample Diluent SN080.S Acid Wash Solution SP2209 Alkaline Wash Solution SP2208 SPA Sample Cups TBS043 Cuvettes, SPA Plus 23-07-0055 Hypochlorite Wash IK050.S Delivery Location: Central Texas Veterans Health Care System Olin Teague VA Medical Center 1901 Veterans Memorial Dr. Temple, TX 76504-7451 Required delivery date: 10/12/2018 Period of Performance: 6 Months The proposed sole source procurement will be made by an open market pricing agreement with The Binding Site. The requesting activity states the reagent agreement is for kappa and lambda free light chains (proteins) testing; required for the detection and diagnosis of diseases for patients. The sole source justification request submitted by the requesting activity states that The Binding Site s analyzers are the only FDA approved platforms for free kappa and lambda testing in the US. The six months order will create a short-term bridge order to allow continued use of the SPA Plus; which is already installed under a current order. The short-term bridge order is necessary to continue patient testing, while validating new equipment under a new proposed agreement see notice, notice of intent to award a sole source procurement, RFI 36C25718Q9776 for Reagents Agreement, Binding Site Equipment: Optilite System, Item Number: IE700. This notice is not to be considered a request for quotations or proposals. A contract will not be awarded based on an offer received in response to this notice; however, all responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. Proposals or offers received will be used to determine if a comparable source is available and more advantageous to the government. The government will not be responsible for any costs associated with the preparation of responses to this notice. If no affirmative written response is received within 5 days from the publication of this notice, an order will be issued to The Binding Site without any further notice. The proposed action is for supplies and services for which the government intends to negotiate with only one source. The anticipated statutory authority permitting other than full and open competition for the requirement is 41 U.S.C. 3304(a)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
