Description

The Contractor shall provide emergency housing and supportive services for homeless Veterans in accordance with the HCHV CERS model requirements on Oahu Island and the needs of the VA Pacific Islands Health Care System (VAPIHCS). Services are expected to consist of supportive, secure housing for homeless Veterans, many of whom may also be dealing with substance use disorders and/or mental illness. The program places an expectation on the Veteran to engage in supportive case management services, and on the contractor to provide expertise and guidance for improving housing stability to ensure a transition from homelessness to permanent, stable housing. This requirement is estimated to utilize 2 beds per day throughout a five (5) year performance period between October 1, 2018 and September 30, 2023.
