Description
RFI in PDF format which includes Figure (Radar Pressurization Unit) Request for Information (RFI) Low Altitude Navigation and Target Infra-red for Night (LANTIRN) AN/AAQ-13 Radar Pressurization Unit CAUTION: The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to meet qualification requirements to repair the Low Altitude Navigation and Target Infra-red for Night (LANTIRN) AN/AAQ-13 system component listed below. The level of security clearance is secret and the amount of foreign participation has not been determined. The current RMC/RMSC code is "R1G" which states suitable for competitive repair for the second or subsequent time. The Repair Suffix Code (RMSC) is a "G" which indicates that the Government has rights to the technical data, the data package is complete, and there are no technical data, engineering, tooling or repair restrictions. This is the only RMSC that implies that parts are candidates for full and open competition. The Government has determined that this system is a military unique item and no commercial item exists that is equivalent in nature. The Government does not own or have access to the technical data package(s) for these items. The Government has determined that this system is a non-commercial item. Contractor shall furnish all material, support equipment, tools, test equipment, and services. The contractor is responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor's facility. Contractor furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts. Samples are not available for evaluation to respond to this Request for Information. Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey. Current sole source contractor for this effort is International Enterprises, Inc., CAGE Code: 50218. The Government does not intend to award a contract on the basis of this sources sought. INSTRUCTIONS: 1. The document(s) below contain a description of the Radar Pressurizing Unit (RPU requirement and a Contractor Capability Survey. The Survey allows Contractors to provide their company's capability. 2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company's capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.) a. Identify any areas of work that your organization believes should be broken out exclusively for Small Business. 3. Request for Information (RFI) Low Altitude Navigation and Target Infra-red for Night (LANTIRN) AN/AAQ-13 Radar Pressurization Unit PURPOSE/DESCRIPTION: The pressurization system is utilized to use a charged pressure vessel to supply dry nitrogen gas to the radar waveguide, a means to shut off flow to the radome and waveguide when not in use. Pressure is regulated at 19 +4/-1 PSIA to prevent arcing in the waveguides. It's also a means to purge the system whenever it has been opened or whenever required. Multiple pressure indicators, switches and gauges are required to monitor pressure performance. The pressurization Module is to be mounted in the LANTIRN navigation pod and is designed to perform its function under severe flight environmental conditions. Our repair services strategy is a five-year contract (basic plus four option years) and will continue through FY24. The projected quantities will be Best Estimated Quantities (BEQ) based on current and projected future demands. The Government's needs for repair services are required in order to support current and future combat capabilities that support LANTIRN navigation pods. The LANTIRN AN/AAQ-13 navigation pod provides high-speed penetration and precision attack on tactical targets at night and in adverse weather. The navigation pod also contains a terrain-following radar and a fixed thermographic camera, which provides a visual cue and input to the aircraft's flight control system, enabling it to maintain a pre-selected altitude above the terrain and avoid obstacles. This sensor displays an infrared image of the terrain in front of the aircraft, to the pilot, on a Head-up display. The navigation pod enables the pilot to fly along the general contour of the terrain at high speed, using mountains, valleys and the cover of darkness to avoid detection. The pod was the USAF's first wide-field, forward looking infrared navigation system for air superiority fighters.
