Description

The Department of the Treasury, IRS, Office of Treasury Procurement Services (OS:PR:T) intends to issue a purchase order under the authority of FAR 8.405-6, on a sole source basis to VitalSmarts LC for 249 Comprehensive Conflict Communication licenses for SES, GS-15 and GS-14 populations. The materials must meet one or more of the Office of Personnel Management's (OPM) Executive Core Qualifications (ECQ's) for Senior Executive Service (SES) and Treasury Strategic Goals to close a critical leadership skills gap. All interested sources must respond in writing with clear and convincing evidence to support their ability to accommodate this requirement, within 3 days of this publication, by e-mailing the Contracting Officer at Seraphina.Hanan@irs.gov or the Contract Specialist at Joanne.M.Neppach@irs.gov. This is not a request for quotes or proposals. The Government does not anticipate receiving responses to this notice of a non-competitive action. If parties choose to respond, any costs associated with preparation and submission of data or any other costs incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
