Description
The Consumer Product Safety Commission, Division of Hazard and Injury Data in the Directorate for Epidemiology, requires the services of a contractor to provide site visits in support of the evaluation of the quality of data collected in the National Electronic Injury Surveillance System (NEISS). The contractor shall conduct orientation/evaluation and training visits in support of the data collection. The site visits at U.S. hospitals shall include meeting with Emergency Department staff to provide orientation, public relations, and examples of known product hazards. An extensive review of the NEISS coding at the hospital or training of new coders shall be conducted to include the evaluation of the record flow and routing of charts and the identification and coding of reportable records. The contractor shall conduct an exit interview to discuss the findings. A written report detailing the results of the evaluation/training shall be submitted to CPSC. The contractor must have two (2) or more years of experience within the last four (4) years of extensive NEISS coding experience. The evaluators experience must include a historical error rate below 6% for a period of at least two (2) out of the last three (3) years and an average lag of 7 days or less for a period of at least two (2) out of the last three (3) years. To be an evaluator, the contractor must have a reporting rate of 93% or higher as measured by an on-site evaluation performed within the last two (2) calendar years. ALL QUOTES MUST BE VALID THROUGH SEPTEMBER 30, 2018. All offerors will be evaluated utilizing Best Value Procedures. Anticipated release date of the Request for Quotation (RFQ) is on or around July 24, 2018. The date and time for submission of quotes shall be received no later than 3:00 p.m. August 14, 2018. Quotes, technical proposal and any other support documents to be submitted in response to this solicitation may be emailed to Ldubroff@cpsc.gov. Please reference the RFQ number 61320618Q0182 on all documents. The Government anticipates that the requirement will fall under the NAICS code 541990 and the small business size standard is $15.0M. Quoters are responsible for confirming receipt of submitted documents. All interested parties must be registered and current in SAM (www.sam.gov) to be considered.
