Description
The Contractor must furnish all management, supervision, labor, material, equipment, tools, supplies, parts, and related services in accordance with the Statement of Work (SOW), drawings, specifications and the SOLICITATION, OFFER, AND AWARD to construct a new stand-alone Inpatient Mental Health Building (building). Electronic copies of drawings and specifications for this work will be furnished by the Government upon Contractor s written request to the Contracting Officer (CO). Work is to be performed at Veterans Health Care System of the Ozarks located at 1100 N. College Ave, Fayetteville, Arkansas. This construction project will be awarded as a single firm-fixed price contract specifying work in support of real property maintenance, repair, alteration, and new construction. 420-calendar days have been estimated as the performance period. Every effort should be made to comply with the projected completion period. General Commission requirement is established in conjunction with the performance completion as established in the Statement of Work. Abbreviated SOW: Provide a new finished single story 22,000 square foot secure inpatient mental health building must include but not be limited to, fifteen private patient beds, one patient isolation room, one patient seclusion room, a secure and safe outdoor courtyard for direct access by patients additional space for meeting and dining, group therapy, nursing station, patient exam rooms, staff support, and offices. The new building must comply with patient centered care for inpatient mental health facilities as described in the VA Mental Health Facilities design guide. All construction must be in compliance with the VA Barrier Free Design Standards, Architectural Barriers Act Accessibility Standard (ABAAS) for Federal Facilities, the Americans with Disabilities Act (ADA) of 1990, and all federal, state, and local building code and regulations. The dollar magnitude for this project is between $5,000,000 and $10,000,000. The NAICS is 236220 applies and size standard is $36.5 Million. This acquisition is 100% set-aside for Service Disabled Veteran Owned Small Business (SDVOSB). All respondents must be registered in the System for Award Management (SAM) database (http://www.sam.gov) and complete online Representations and Certifications at (http://www.sam.gov), along with Vets 4212 at http://www.dol.gov/vets/vets4212.htm in order to submit offers and be eligible for award. All offerors must be listed as verified in the VIP database, available in VETBIZ at https://www.vip.vetbiz.va.gov/. Offerors are responsible for obtaining solicitation from vendor portal and acknowledging all amendments to the solicitation. Amendments to the solicitation may be electronically sent or posted at the vendor portal website. You must register as Interested Vendor at the Fedbizopps website for solicitation. In order to receive e-mail notification of amendments, you must register in www.Fedbizopps.gov; To Receive Notification for amendments. Amendments to this solicitation will not be mailed, but will be posted at the Fedbizopps website. The issuance of the solicitation is projected to occur on or about August 14, 2018 with a tentative site visit around August 7, 2018.
