- PRE-SOLICITATION NOTICE OF INTENT NON-COMPETITIVE Announcement Number: NIHDA201800328 Date Notice Posted: July 24, 2018 Date Notice Closes: July 31, 2018 Date Solicitaiton Issued: August 1, 2018 Date Solicitation Responses Due: August 8, 2018 Proposed Award Date : August 15, 2018 Project Title: Registration for the Brown University Neuroscience Graduate Program Workshop Contracting Office: Department of Health and Human Services, National Institutes of Health, National Institute on Drug Abuse (NIDA), Office of Acquisition (OA) 6001 Executive Blvd., Rockville, MD 20852 Contracting Officer : Jeffrey Brown, 301-827-5852, jeffrey.brown@nih.gov Acquisition Authority: This acquisition is being conducted under Federal Acquisition Regulations (FAR) Part 12 - Commercial Items and FAR Part 13 – Simplified Acquisition Procedures, and the resultant contract award will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-99 / June 15, 2018. North American Classification System (NAICS) Code: The intended procurement is classified under NAICS code 611310 – Colleges, Universities, and Professional Schools with a Size Standard of $27.5 million. Set-aside Status: Small Business set-aside restriction is not applicable. Competition Status: This requirement is posted as non-competitive. Non-Competitive (Single-sole Source (Including brand-name)) Determination: This notice of proposed acquisition is posted as an intent to award a purchase order on a non-competitive basis to Brown University at 185 Meeting Street, Providence, RI 02912. The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted specifically producing no other sources of supply or service capable of achieving this Government requirement. Description of Requirement: Brown University will host a neuroscience graduate student retreat for the Brown University neuroscience graduate program and the NIH-Brown Graduate Partnership Program (GPP) on October 15-17, 2018 at the Marine Biology Lab at Woods Hole, MA. The course of study for students in both programs includes first year classes together at Brown. After the first year, the GPP students come to NIH to conduct their lab work, and the Brown-only students remaining at Brown to complete their lab work. Every third year Brown hosts a retreat to fulfill critical training objectives of both programs in a three-day integrated program consisting of scientific lectures by Brown and NIH faculty, two neuroscientists from outside of Brown and NIH and selected senior graduate students, and a formal poster session. All students are required to present a poster in order to gain valuable experience in presenting their work for critical analysis by faculty and peers. NIH GPP students have a mentor at Brown and NIH. Opportunities are provided for the NIH GPP student and his/her NIH and Brown mentors to confer on the students' progress and developmental requirements. This event is critical to incorporating NIH GPP students into the scholastic environment of an academic neuroscience department in order to round out their academic and research graduate training. This three-day training is a critical component of the NIH-Brown GPP which is funded by NIH for students in NINOS, NIMH, NICHD, NIDCD, NEI, NIAAA, NIDA and NCCIH. Katherine Roche (NINOS) is the Director of the NIH-Brown GPP at the NIH. NIH expenses for the event will be handled as follows: NINOS will pay for all NIH attendee registration fees on one consolidated master bill; the travel for NIH GPP staff and students will be paid by the NIH GPP; travel for IC faculty will paid by the respective IC. The purpose of this requirement is to provide for workshop registration support for 50 NIH investigators and graduate students to attend the October 15-17, 2018 Brown University Neuroscience Graduate Program Workshop in support of the NIH-Brown Graduate Partnership Program. Period of Performance: From Award through October 31, 2018. Selection Criteria: Offerors shall be evaluated on the ability to meet the requirements contained in this Statement of Work (SOW); specifically, by providing literature or other documentation demonstrating the ability to meet each element listed in the SOW. One offeror will be selected that is most advantageous to the Government based on their technical ability and costs. Summary Statement: This notice is NOT a request for competitive proposals or quotations. It is anticipated that a solicitation will be issued on or about August 1, 2018. Interested parties may request a copy of the solicitation or identify their interest and capability by contacting the Contracting Officer specified in this announcement. All responses must be received by July 31, 2018 at 12:00 pm, Eastern Time. Responses must be submitted electronically to Jeffrey Brown, jeffrey.brown@nih.gov, and must reference the solicitation number NIHDA201800343, on your electronic request. FAX requests are not accepted. In addition, the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response.
