122B4618Q0046 Synopsis-Solicitation Wetland Determination Delineation South Carolina This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. FAR Part 13.5 General - is being used as authorization to solicit for commercial items greater than the Simplified Acquisition Threshold. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. This solicitation number 122B4618Q0046 is issued as a request for quotation (RFQ). The acquisition procedures at FAR Part 13.5 are being utilized. The Government anticipates this solicitation will result in a Five (5) Year Firm Fixed Priced Blanket Purchase Agreement (BPA), to the responsible Contractor whose quote conforms to the solicitation and will be most advantageous to the government. The Government reserves the right not to award any BPA under this solicitation. The estimated award date of the BPA is on or around September 7, 2018. The government will be obligated only to the extent of authorized call orders placed against the resulting BPA and does not guarantee any orders. The government will make awards without negotiations using pricing set forth in the resultant BPA awarded. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-99-1 / 07-16-2018 which can be found at http://www.acquisition.gov/far/index.html under the current FAR section. This acquisition is a 100% set aside for HUBZONE vendors. The applicable North American Industry Classification System (NAICS) code is 541620 - Environmental Consulting Services. The small business size standard is $15.0 million. For more information on size standards, please visit http://www.sba.gov/size. Description of Requirement: The USDA NRCS South Carolina State Office is in need to have wetland delineation and determinations completed in accordance with the attached Statement of Work. This agreement will result in a per acre price per county of wetland delineation and determination. Individual wetland determinations will range in size from less than 1 acre to more than 180 acres. Based on 2018 data; the average size of wetland determination requests are 31.2 acres and the median size is 46.2 acres. The deliverables apply to on-site field investigations for Preliminary Technical Determinations for Wetland Conservation issued by South Carolina NRCS. Wetland determinations are conducted for USDA participants in order for them to maintain compliance with Wetland Provisions of the Food Security Act of 1985, as amended. These determinations are requested by the participant by submitting the Highly Erodible Land and Wetland Conservation Certification form (AD-1026) at the local Farm Service Agency office. The AD-1026 is then transmitted to the local NRCS office. The AD-1026 request with relevant documentation gathered by the local NRCS personnel is then submitted to the NRCS State Office to review and record as a pending wetland determination request. Once the determination is conducted, a Preliminary Technical Determination (PTD) is sent to the participant outlining its results and the appeal rights afforded to the participant. Once received, the participant has 30 days to appeal the PTD. If no notification of appeal is submitted by the participant during the 30 day period, the PTD is then signed by NRCS and considered as an official certified wetland determination. All quotations are due no later than 2:00 p.m. Eastern Time on Wednesday August 8, 2018 and must be addressed to Mrs. Oriel Vélez-Olivieri (Contracting Officer) via e-mail at oriel.velez@wdc.usda.gov. Submitting quotes via e-mail is considered acceptable.
