Description

The Department of Veterans Affairs, Network Contracting Office 10, 24 Frank Lloyd Wright Drive, Lobby M, Suite 2200, Ann Arbor, MI 48105, intends to solicit offers for a part time Catholic Chaplain who is endorsed by The Archdiocese of Military Services to serve patients, families, and staff in their faith and sacramental needs. Work shall be performed at the John D. Dingell VA Medical Center, 4646 John R Street, Detroit, Michigan 48201. Contractors that can provide this requirement and meets the requirements below are requested to send their 1. Company Name, 2. DUNS number, 3. Business size under NAICS 813110, and 4. This is not a solicitation. This is a Request for Information, Sources Sought. This Sources Sought will close on July 30, 2018 at 12:00PM Eastern. Please e-mail all responses to Kelly.Poole@va.gov. STATEMENT OF WORK SCOPE OF WORK: The Contract Catholic Chaplain at the John D. Dingell VA Medical Center is responsible for providing back-up spiritual care coverage to Catholic patients and residents when the permanent Catholic Chaplain is not available. Mondays and Tuesdays require on-going coverage by the Contract Catholic Chaplain. On-going back-up coverage is also required when the permanent Catholic Chaplain is on leave or out of the office (seven days a weeks). Coverage includes the provision of rites/sacraments, worship (weekdays including Saturday, and Sunday worship), individual care/counseling, and family care/counseling. Contract Chaplain must be able to be present on-station at the John D. Dingell VA Medical Center located at 4646 John R Street in Detroit, Michigan 48201 within 30 minutes of being contacted for Catholic spiritual and pastoral care at the Detroit VA Medical Center. The Contractor will provide sacramental coverage and visitation to Catholic patients and residents as well as daily Mass as scheduled at the John D. Dingell VA Medical Center, 4646 John R Street, Detroit, Michigan 48201 in strict accordance with all schedules, specifications, terms, conditions and provisions of this contract. The Contractor shall chart in the patient s electronic medical record as well as document workload in the Computerized Patient Record System (CPRS) and DSS/Event Capture. The process of charting each patient visit and documenting workload shall be completed on the day of the visit and in all required fields. The Contractor is expected to complete mandatory on-line trainings in privacy and confidentiality as well as HIPAA and other mandatory training requirements as assigned that are integral to working in healthcare in the Veterans Health Administration. The Contractor is required to maintain endorsement from the Archdiocese for Military Services per requirements of VHA Directive 1111. The Contractor must be available to travel for training up to one week in duration within 30 days of contract award in accordance with VHA Directive 1111 (November 22, 2016). This mandatory training will be funded by the JDD VAMC. The Contractor shall preside over the Catholic Mass on any seven days of the week as scheduled according to the Catholic rite of Mass. The Contractor is expected to provide sacramental coverage (including Anointing of the Sick) to Catholic patients in acute and/or complex medical care environments as well as sacramental coverage to Catholic patients requesting the sacraments. The vendor is also expected to provide care and counseling, per request, to family members of the aforementioned patients.
