- PRE-SOLICITATION NOTICE OF INTENT NON-COMPETITIVE Pursuant to FAR subpart 5.2, "Synopsis of Proposed Contract Actions", this is a presolicitation notice of a proposed contract Action. This is a notice of intent to award a purchase order as a Sole source (including brand name) acquisition. Contracting Office: Department of Health and Human Services, National Institutes of Health, Office of Logistics and Acquisition Operations (OLAO), Office of Acquisition (OA), 6011 Executive Blvd., Rockville, MD 20852 Acquisition Authority: This acquisition is being conducted under Federal Acquisition Regulations (FAR) 13, Simplified Acquisition Procedures, and the resultant contract award will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-99 / June 15, 2018. This acquisition is conducted as non-competitive under the authority of 13.106-1(b)(i). Only one award will be made from this notice. North American Classification System (NAICS) Code: The intended procurement is classified under NAICS code 541990 - All Other Professional, Scientific and Technical Services with a Size Standard of $15.0M. Competition Status: This notice of proposed acquisition is posted as an intent to award a contract on a non-competitive basis to the Foundation for the National Institutes of Health (FNIH), a not-for-profit organization, located at 11400 Rockville Pike, Suite 600, North Bethesda, MD 20852. Description of Requirement: The National Institutes of Health (NIH), Immediate Office of the Director (IMOD), is seeking contractor support to provide NIH with technical and professional services needed to advance NIH's goals in opioid and pain research. The contractor shall support NIH with committee management and coordination activities, as well as communications surrounding the acquisition and validation of pharmacological assets to advance NIH's goals in opioid and pain research. (e.g., a candidate compound with promise for the treatment of pain, or services such as toxicology assessment or reformulation of said compound from biopharmaceutical companies, academic researchers, or other entities.) Close interaction with pharmaceutical executives will be required to facilitate communications surrounding the acquisition and validation of pharmacological assets. Required Capabilities: The NIH requires a contractor experienced in arranging travel and meetings for high-level executives and meetings fostering the collaborative exchange of information between individuals from a variety of public and private sector backgrounds. NIH further requires a demonstrated ability to coordinate at least three groups simultaneously (approximately 12-40 people per group). The contractor shall have experience facilitating meetings open to the public with the ability to participate remotely and a variety of viewing options. The contractor must possess an extensive, demonstrated knowledge of the biopharmaceutical enterprise. Delivery Date or Period of Performance: The POP is anticipated to include a base and 2 option periods: September 25, 2018 - June 24, 2019; June 25, 2019 - June 24, 2020; and June 25, 2020 - June 24, 2021. Non-Competitive (Single-sole Source (Including brand-name)) Determination: The FNIH was established by Congress in 1990 as a not-for-profit 501(c)(3) charitable organization. The Foundation began its work in 1996 to facilitate groundbreaking research at the NIH and worldwide. As an independent organization, it raises private funds and creates public private partnerships to support the mission of the NIH-making important discoveries that improve health and save lives. The relationship that FNIH has with the National Institutes of Health is necessary for the successful implementation of this program. Closing Statement: This synopsis is NOT a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this synopsis must include clear and convincing evidence of the respondent's capability to fulfill the requirement. All responsible sources may submit a response which, if timely received, will be considered by the agency. A determination by the Government not to compete this proposed contract based upon this notice is within the discretion of the Government. All responses must be received by August 9, 2018 at 12:00PM, Eastern Time. Responses must be submitted electronically to Robert Burdette at Robert.Burdette@nih.gov, and must reference the announcement number NIHOD201800030. FAX requests are not accepted. In addition, the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response.
