- The Naval Surface Warfare Center Philadelphia Division (NSWCPD) Philadelphia, PA site has the requirement for overhaul of the US Navy's 501-K34 gas turbine engines via Request for Proposal N64498-18-R-0031. NSWCPD seeks to competitively award Firm-Fixed-Price (FFP) Multiple Award, Indefinite Delivery Indefinite Quantity (IDIQ) type contract(s) utilizing the best-value Tradeoff Process source selection procedures as described in FAR 15.101-1. The Government intends to make multiple awards to the responsible offerors whose offers conform to the solicitation and are determined most advantageous to the Government, cost and other factors considered. The contract(s) will consist of a sixty (60) month ordering period. The contractor must bidders must possess a valid Rolls Royce Marine North America (RRMNA) Maintenance Repair and Overhaul Center (MROC) agreement that provides for repair and procurement of new parts for the US Navy 501-K34 Gas Turbine Engine. The procurement will be Unrestricted, Full and Open Competition. The applicable North American Industry Classification System (NAICS) Code for this requirement is 333611; the Small Business Size Standard is 1,500 employees. The Product Service Code (PSC) for this effort is J028 - MAINTENANCE, REPAIR AND REBUILDING OF EQUIPMENT: ENGINES, TURBINES, AND COMPONENTS. All offerors shall be registered in the System for Award Management (SAM) database to be considered for award. For further information and instructions please visit www.SAM.gov. THE SOLICITATION WILL BE AVAILABLE IN ELECTRONIC FORMAT ONLY. The RFP along with any amendments will be posted to the Federal Business Opportunities (FEDBIZOPPS) website at http://fbo.gov on or around 15 SEPT 2018 and will close approximately 30 days thereafter. All interested parties may download the solicitation and any amendments through FEDBIZOPPS. No CDs or hard copies will be provided. Offerors shall be required to submit both a fully executed copy of the RFP and a technical proposal. Be advised that periodic access to the websites listed above is essential for obtaining updated documentation and information regarding subject procurement. All questions and comments will be entertained after release of the solicitation.
