- Attachment 3, Pricing Attachment 2, OPIC Terms and Conditions Attachment 1, Performance Work Statement RFQ OPIC-18-Q-0006 The Overseas Private Investment Corporation (OPIC) is the U.S. Government's Development Finance Institution. OPIC's mission is to provide loans, guaranties, political risk insurance, and investment funds to assist American businesses expand into emerging markets. This is a notice issued as required by FAR 5.203. OPIC intends to award a sole source contract under the authority of FAR 13.501(a)(1). OPIC intends to solicit and award a sole source firm-fixed price contract to Synex Consulting Engineers, located at Malaga 115, Office 1104, Las Condes, Santiago, Chile. Anticipated award date is September 1, 2018. OPIC has over $500 million in loans to 5 solar plants in Chile. Market conditions have deteriorated sharply since these loans were originated and most plants are unable to pay their OPIC debt on original terms. OPIC requires updated market studies for the five plants to project energy spot prices at the connection nodes of these plants and their firm capacity revenues. For those plants with Power Purchase Agreements, an analysis of the anticipated revenues from those agreements is also required. Given the distressed nature of these assets and the volatility in the market, OPIC will require an option for market study updates either on a semi-annual or annual basis depending on market conditions. OPIC has an urgent need for results of a market study. Loss given default calculations must be performed prior to close of OPIC's Audited Financials on September 30, 2018. Synex has performed market studies for four of these five solar plants and can most quickly turnaround results. Synex's updated market study will remain consistent with prior reports used by OPIC, which will facilitate decision making. Synex is specialized on a variety of services for the energy sector around the world. The North American Industry Classification System (NAICS) code for this acquisition is 541330. Small Business size standard is $15 million. This notice of intent is not a request for proposals or quotes; however, all responsible and capable sources may submit statements of capabilities, which, if received within seven calendar days of publication of this notice, shall be considered by OPIC. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. This notice does not restrict the Government in any way to an ultimate acquisition approach. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. THIS IS NOT A REQUEST FOR PROPOSAL AND IS NOT TO BE CONSIDERED AS A COMMITMENT BY THE GOVERNMENT.
